- On the morning of October 7, due to the impact of storm No. 11 (MATMO), there was continuous rain in Tan Tien commune. The water flow updated by Bac Khe Hydropower Plant at 12:00 on the same day to the lake was 1562 m3/s, the water flow downstream was 1562 m3/s, causing the Bac Khe 1 Hydropower Dam to break. This incident did not cause any human loss but destroyed many properties and crops of the people.

According to a quick report from the Tan Tien Commune Civil Defense Command , due to prolonged heavy rains, the peak water flow reached 1,572 m3/s, causing a concrete slab at the water intake to break, and the central control room and equipment in the room to collapse. There have been no reports of human and property damage, and crops have been flooded. The total initial estimated damage is 50 billion VND.

Immediately after the incident, the Commune Civil Defense Command urgently notified by means of communication such as: phone, zalo group... to the villages in the area around Bac Khe 1 Hydropower Plant and the downstream areas of the communes: That Khe, Trang Dinh, Khang Chien, Quoc Viet so that the authorities of the communes could notify people to evacuate from the dangerous area, ensuring safety of life first. At the same time, coordinate with the functional forces to be ready to participate in searching and evacuating people from the dangerous area. Because National Highway 3B is currently still cut off at many points, it makes the response work difficult.

Immediately after receiving the information, comrade Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee and members of the working group went to the scene to inspect and handle the incident.
