
According to the report of the Department of Construction, the whole province currently manages 2,349.65km of roads, including national and provincial highways. The Department is urgently completing the draft of road management decentralization to submit to the Provincial People's Committee for approval. The draft stipulates that the Department of Construction manages national highways, provincial roads and some key roads; the People's Committees at the commune level are responsible for managing the system of communal roads and urban roads.
Decentralization of road management is considered an important step to improve the efficiency of management and maintenance of traffic infrastructure in the province. The Department of Construction said it has submitted the draft to the Department of Justice for appraisal and is completing it to submit to the Provincial People's Committee for consideration and promulgation.

After the decentralization plan is approved, the Department of Construction will coordinate with localities to conduct statistics, establish and publish a list of the province's commune and urban road systems after the merger. Regarding the management of road assets on newly decentralized national highways, the Provincial People's Committee has decided to assign management responsibility to the two localities of Binh Thuan and Dak Nong (old); as for the part belonging to Lam Dong (old), the Department of Construction has submitted it to the Provincial People's Committee for consideration and assignment of management.
The Department of Construction said that the total capital plan assigned in 2025 is 560,566 billion VND; of which, 384,537 billion VND has been arranged and 131,751 billion VND has been disbursed, reaching 34.26% of the arranged capital plan and 23.5% of the assigned capital plan.
The Department of Construction has issued a document guiding units to carry out regular maintenance and periodic repairs after the two-level local government comes into operation, ensuring compliance with the provisions of Decree No. 140/2025/ND-CP dated June 12, 2025 of the Government .

The affiliated units also seriously carry out maintenance, repair and repair work in accordance with technical procedures and standards, and regularly monitor and accept the volume and quality of the project.
The Department of Construction proactively develops a plan to maintain the national and provincial highway systems in 2025 and orients the plan for 2026, associated with the reasonable allocation of capital to ensure synchronization, efficiency and sustainability in the exploitation of traffic infrastructure in the province.

Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Construction to urgently compile a complete and accurate inventory of the entire road system in the area. At the same time, research, develop and advise on the issuance of regulations on maintenance and repair based on assigned norms; advise on the allocation of capital for maintenance and repair, including major repairs, for the next 5 years.
In decentralizing road management and maintenance, it is necessary to pay attention to the capacity and ability of the decentralized unit to ensure that the assigned unit has the capacity to perform maintenance and repair of the road system to ensure quality.
Regarding the 2025 capital plan, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested to urge and direct Road Maintenance Boards 1, 2, 3 to implement and ensure progress, quality and complete disbursement within the year.
