The program is part of a series of activities to implement Decree No. 146/2025/ND-CP of the Government and Circular No. 40/2025/TT-BCT of the Ministry of Industry and Trade on decentralization and delegation in the field of industry and trade, especially the issuance of C/O and VBCT in localities.
During the 3 working days, delegates listened to and discussed many in-depth topics such as: Overview of the state management mechanism in the field of goods origin and the role of the C/O issuing agency system; instructions on procedures and procedures for handling documents, practicing on the eCoSys electronic management system; methods for determining the origin of goods in FTAs (ATIGA, CPTPP, EVFTA, UKVFTA...); mechanism for certification and accumulation of origin, along with practical case studies.
In particular, students will practice at the Import-Export Management Department in Ho Chi Minh City; thereby, directly observing the process of receiving, processing and storing documents for issuing C/O and VBCT.
Deputy Director of the Import-Export Department Trinh Thi Thu Hien introduced an overview of the state management mechanism in the field of goods origin and the role of the C/O issuing agency system.
Speaking at the conference, Deputy Director of the Import-Export Department Trinh Thi Thu Hien emphasized that rules of origin are an important foundation in international trade, helping Vietnamese goods effectively take advantage of tariff incentives in free trade agreements (FTAs). Organizing specialized training contributes to improving the capacity of staff directly performing the work of issuing C/O and VBCT, ensuring the implementation of decentralization and delegation is unified, effective and feasible in localities./.
