Focus on preventing money laundering in transactions on real estate and virtual currency exchanges

On the morning of October 15, Deputy Prime Minister Ho Duc Phoc, Head of the National Steering Committee for Anti-Money Laundering, chaired the Steering Committee meeting.

The State Bank's report stated that, as of October 1, 2025 (corresponding to the end of the 5th Progress Report (PR) cycle according to the commitment with the Financial Action Task Force on Money Laundering - FATF), the results of implementing the National Action Plan to implement the Vietnamese Government 's commitment on preventing and combating money laundering, terrorist financing and financing of proliferation of weapons of mass destruction (attached to Decision No. 194/QD-TTg of the Prime Minister) were: 1/17 actions were completely completed (Action No. 9); 1/17 actions were largely completed (Action 14); 10/17 actions were partially completed (including Actions 1, 2, 3, 7, 8, 10, 11, 12, 13 and 17); 5/17 actions have not progressed (including Actions 4, 5, 6, 15, 16).

The State Bank stated: At the time of the Steering Committee meeting on December 12, 2024 (Vietnam had just completed the 2nd Report), the results achieved were "still very limited", with only 1/17 actions "Partially completed"; 16/17 actions had no progress. At today's meeting, after nearly 1 year of implementation (with 3 Progress Reports), 12 actions had been upgraded to "Partially completed".

This result shows that Vietnam’s implementation is moving in a positive direction. The progress recognized by the Financial Action Task Force (FATF) against money laundering is the result of a serious process of studying and learning, efforts and increasingly close cooperation between relevant agencies and units in implementing the action plan.

Aiming to complete the National Action Plan to remove Vietnam from the Grey List, the State Bank's report specifically analyzed a number of objective and subjective causes leading to the existing problems, thereby proposing a number of solutions to improve methods and results in the coming time. Accordingly, the State Bank proposed solutions to overcome the problems of supplementing human resources, enhancing staff training; on how to implement the action plan; on collecting and providing data...

The State Bank emphasized that in order to increase the effectiveness of the implementation of the action plan in the context of limited resources, it is necessary to have a strategic roadmap in which resources are prioritized to implement 3 groups of actions: Group of actions related to the requirement to complete the legal framework (Action 12, Action 5); Group of actions that are likely to achieve positive assessments if focused on handling them thoroughly (Actions 1, 2, 7); Group of actions that require quantifiable results (Actions 4, 11, 13).

At the meeting, representatives of ministries and branches (Ministry of Finance, Ministry of Public Security, Ministry of Industry and Trade, Ministry of Construction, Ministry of Justice, Government Office , Ministry of Foreign Affairs, Ministry of National Defense, Supreme People's Procuracy, Supreme People's Court, Government Inspectorate, Ministry of Culture, Sports and Tourism, Ministry of Home Affairs) expressed high agreement with the content of the central report of the State Bank of Vietnam.

Representatives of ministries and branches also specifically reported on the implementation of tasks assigned by the Prime Minister in the National Action Plan; clearly stating the results achieved, the existing problems, the lack of good results, analyzing the causes, trends, remedies and tasks and solutions that need to be focused on and effectively implemented in the coming time with the spirit of urgent and drastic action, close coordination, and determination to remove Vietnam from the Grey List.

Concluding the meeting, Deputy Prime Minister Ho Duc Phoc emphasized that money laundering prevention and control is a regular task of utmost importance, not only to prevent corruption, smuggling, and illegal activities but also to promote transparent and sustainable economic development.

Appreciating the very comprehensive and specific opinions of the ministries and branches, the Deputy Prime Minister requested the State Bank of Vietnam to absorb the opinions of the delegates in the meeting, complete the report (highlighting the results achieved, with specific evidence, clearly stating the tasks, solutions, work content, implementation progress...) to send to the members of the Steering Committee and report to the Government leaders.

The Deputy Prime Minister requested ministries and branches to immediately report on the contents that have been implemented and the expected tasks to be carried out in the coming time as assigned by the Prime Minister, clearly stating specific solutions to send to the State Bank; focus on developing and perfecting legal documents on preventing and combating money laundering, terrorist financing and financing the proliferation of weapons of mass destruction; implement key tasks according to the set plan; at the same time, focus on implementing solutions to prevent and combat money laundering in transactions on real estate exchanges, virtual currency exchanges, etc.

The Deputy Prime Minister assigned the State Bank to coordinate with relevant ministries and branches to develop a communication program on anti-money laundering, step up the explanation and dissemination of laws, clarify which acts are allowed and which are not allowed to raise public awareness.
