Public consultation on the case of anti-dumping investigation on prestressed steel cables

On August 21, 2024, the Department of Trade Remedies, Ministry of Industry and Trade held a public consultation session on the investigation into the application of anti-dumping measures on prestressed steel cable products from Malaysia, Thailand and China.

The public consultation session is conducted in accordance with the provisions of Article 70 of the Law on Foreign Trade Management 2017 and Article 13 of Decree No. 10/2018/ND-CP detailing a number of articles of the Law on Foreign Trade Management on trade defense measures to create opportunities for parties involved in the case to present their opinions, views and provide information related to the case.

According to the Trade Defense Department, the consultation session took place with the participation of 34 delegates representing the parties involved in the case, specifically including: Trade Defense Department - Investigation Agency; Representatives of the Embassy of the Kingdom of Thailand in Vietnam, the Embassy of Malaysia in Vietnam; Domestic manufacturing enterprises; Foreign manufacturing and exporting enterprises; Importing enterprises; and authorized representatives of the parties involved in the AD17 case participating in the consultation session.

At the consultation, the Investigation Agency listened to the opinions of representatives of all relevant parties on the case. All opinions and views of relevant parties were compiled, considered and evaluated by the Investigation Agency in the final investigation conclusion of the case and ensured that the investigation was conducted fairly and transparently in accordance with the provisions of Vietnamese law and the WTO.

The Trade Defense Department has completed the public consultation minutes and sent them to relevant parties in the case.

Previously, on July 5, 2023, the Ministry of Industry and Trade issued Decision No. 1704/QD-BCT on the investigation of anti-dumping measures against prestressed steel wire rope products from Malaysia, Thailand and China (case code: AD17). On June 5, 2024, the Ministry of Industry and Trade issued Decision No. 1360/QD-BCT on the extension of the investigation period of anti-dumping measures against prestressed steel wire rope products from Malaysia, Thailand and China.

On August 21, 2024, the Investigation Agency held a public consultation session with relevant parties to facilitate the parties to present their opinions and provide necessary information to the Investigation Agency. The consultation session was held in person and online with the participation of representatives of relevant parties in the case.

Next, the Trade Defense Department will complete the final investigation conclusion of the case. Based on the final investigation conclusion, the Ministry of Industry and Trade will issue an official decision on the case.
