VNPT's dedicated data transmission channel is the "backbone", the core foundation that helps the digital infrastructure of two-level local governments operate effectively.

In July 2025, the completion of the merger of two-level local administrative units according to Resolution 35/2023/UBTVQH15 of the National Assembly opened a new chapter for Vietnam's administration, streamlining the apparatus and improving governance efficiency. However, for the new apparatus to operate smoothly, a strong, secure and synchronous digital infrastructure is an indispensable factor. Administrative mergers pose a major challenge as units previously operated independently with separate technology infrastructures, resulting in fragmented and unconnected data. The exchange of sensitive information through insecure channels poses a risk of state-level data leakage.

In that context, VNPT's dedicated data transmission infrastructure service is not only a technical solution, but also the key to unifying and unifying data flows, ensuring smooth and effective operation of two-level local governments.

Regarding ensuring technical factors and quickly resolving operational bottlenecks after the merger, VNPT has launched a comprehensive campaign to upgrade and consolidate transmission infrastructure. The focus of the campaign is to invest in upgrading thousands of kilometers of super-speed fiber optic cables, building a high-speed WAN network, connecting seamlessly from the provincial data center to each commune.

This system allows more than 25 departments and branches in 15 provinces and cities to synchronize large-scale data, from personnel records to land management, with high speed and accuracy. Thanks to that, the units accelerate the progress of consolidating civil servant data and standardizing land databases to quickly serve the people.

To ensure system security, VNPT has coordinated with the Government Cipher Committee to deploy multi-layer security with new generation firewalls and early warning monitoring systems (SIEM), meeting level 4 information security standards. Thanks to this, sensitive data is safely transferred within seconds, providing unified reports, supporting leaders in making accurate decisions.

The service's advantages lie in its stability and flexibility. VNPT's Network Operation Center (NOC) operates 24/7, continuously monitoring the quality of each transmission channel, bandwidth, latency and network security, ensuring availability of up to 99.99%.

The team of engineers proactively maintains 2,500 commune-level bridges, committed to fixing problems within a few hours. VNPT also provides advice on bandwidth planning, data flow optimization and backup plans, ensuring uninterrupted connections, helping administrative units operate smoothly.
