Thanh Hoa: Comprehensive education innovation to develop human resources

During the 2020-2025 term, the Education and Training sector of Thanh Hoa province has made important strides, making practical contributions to the overall development of the locality. Sharing at the 20th Provincial Party Congress, term 2025-2030, Mr. Ta Hong Luu - Acting Director of the Department of Education and Training, affirmed: "Comprehensive innovation of education , improving people's knowledge, and training talents are key tasks, the driving force for the province's rapid and sustainable development in the coming period".

Improve the quality of mass and key education

According to Mr. Ta Hong Luu, in the past 5 years, the Thanh Hoa Department of Education and Training has been proactive and flexible in advising and implementing many appropriate mechanisms and policies to meet the requirements of innovation. One of the clear marks is the work of arranging the school network in a streamlined, efficient direction, suitable to practical conditions. The reduction of 59 educational institutions and 368 school points has helped save investment resources, improve teaching quality and facilitate the implementation of the 2018 General Education Program.

Along with that, investment in school facilities is prioritized. The rate of solid classrooms reaches nearly 91%, exceeding the set plan. In the period 2020 - 2025, the whole industry mobilized more than 6,800 billion VND to invest in schools. The rate of schools meeting national standards reached 86.9%; more than 70% of schools have at least one classroom equipped with modern equipment. Kindergartens and primary schools in mountainous areas have increased the organization of boarding schools, helping students have better learning and living conditions.

The quality of general education has made remarkable progress. From 44th place nationwide in 2020, by 2025 Thanh Hoa had risen to 11th place in the high school graduation exam. Key education continues to affirm its position in the top group of the country, with outstanding achievements in national excellent student competitions, regional and international Olympics. In 5 years, Thanh Hoa has had many students winning medals at the International Physics and Mathematics Olympiads, affirming the persistent efforts in discovering and nurturing gifted students. From 2021 to 2025, Thanh Hoa students continuously achieved high results at international and regional Olympics, with a total of 5 Silver Medals and 3 Bronze Medals in Mathematics and Physics. In 2024 alone, a student was selected for the national team to participate in the International Physics Olympiad in Iran and won a Silver Medal.

However, Mr. Luu also frankly pointed out the shortcomings that need to be overcome. The rate of students studying 2 sessions/day is still limited; many high schools have not received synchronous investment; the teaching staff is lacking in quantity and inadequate in structure. The implementation of the new General Education Program is facing difficulties due to the lack of teachers for specific subjects. The information technology and foreign language capacity of a number of teachers is still weak. Meanwhile, the smart school model has only stopped at the pilot classroom level and has not been systematically organized on a province-wide scale.

The causes are seen in both objective and subjective factors. In particular, the impact of the Covid-19 pandemic, the pressure to streamline the payroll, as well as the lack of a roadmap to train teachers according to the requirements of the new program have significantly affected the process of educational innovation. In addition, in some localities, attention to high schools is still limited; coordination between departments and branches in organizing the implementation of educational policies is sometimes lacking in synchronization and not drastic.

Building digital education, creating talent for the future

From the practice in the recent period, Thanh Hoa Department of Education and Training clearly identified the orientation in the coming time, which is: continuing comprehensive innovation, focusing on education quality, closely linking general education and vocational education with the socio -economic development requirements of the province.

First of all, education management will continue to be innovated in the direction of shifting from administrative management to development creation. Promoting decentralization, authorization, increasing autonomy and responsibility of educational institutions is a mandatory requirement. At the same time, the whole sector will strongly apply information technology in school management, promoting digital transformation at all levels of education.

An important content is to develop the team of teachers and educational managers. According to Mr. Ta Hong Luu, the industry will review and perfect the team structure, ensuring sufficient quantity and quality according to regulations. Teacher training and development will be enhanced in a practical direction, focusing on pedagogical capacity, moral qualities and technological adaptability. The policy of attracting excellent students to the teaching profession needs to continue to be implemented synchronously and effectively. In addition, building public housing and improving working conditions for teachers in difficult areas are also practical solutions to help retain quality human resources.

Regarding facilities, the Thanh Hoa Department of Education and Training will focus resources on building solid, modern classrooms to meet the requirements of open and flexible teaching. Learning spaces will be developed according to the STEM/STEAM model, focusing on experiential activities and practical skills training. The province will also complete the network of boarding schools, prioritizing investment in remote areas, and at the same time developing clusters of classes for preschool level to ensure conditions for organizing 2 sessions/day.

Digital transformation in education will continue to be an important pillar. The deployment of digital platforms, e-textbooks, and digital teaching tools will help modernize teaching, testing, and assessment methods. The sector will promote smart school models, smart classrooms, and the application of artificial intelligence in teaching and learning, while improving digital capacity for teachers and students through training and partnerships with businesses and higher education institutions.

Regarding educational content, Thanh Hoa province focuses on comprehensive development for students in terms of intelligence, ethics, skills, physical fitness and aesthetics. Vocational education and soft skills activities will be deeply integrated. Specialized schools will be invested in to become centers for nurturing talents, expanding specialized STEM/STEAM classes. In particular, the introduction of English as a second language in schools will be implemented carefully, with a roadmap suitable to the conditions of each locality.

Along with general education, vocational education will be restructured in a streamlined, efficient and connected direction with labor market needs. Technical, technological and high-quality service occupations will be the top priority. The "State, School, Enterprise" linkage model will be widely developed, creating conditions for students to both study theory and practice at enterprises. In addition, the industry will proactively attract high-quality lecturers at home and abroad, update training programs, and promote digital transformation in vocational education.

At the end of his speech, Mr. Ta Hong Luu emphasized: “The results achieved are a testament to the consensus, determination and innovation of the entire provincial education sector. However, to create a stronger breakthrough, it is necessary to continue to take drastic, synchronous actions with strategic vision and the joint efforts of the entire political system, each school, each teacher and the whole society.”

In the period of 2025 - 2030, the Education and Training sector of Thanh Hoa province aims to not only maintain a solid position in the national leading group in key education, but also develop the quality of mass education evenly, creating a solid foundation for high-quality human resources. With a strategic vision, concrete actions and a spirit of continuous innovation, Thanh Hoa education promises to continue to be a fulcrum for rapid and sustainable development, becoming the center of education and training of the North Central region and the whole country.
