Attending the Thanh Hoa Party Congress, the Prime Minister asked officials to dare to think and dare to do.

On the morning of October 15, the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025-2030, officially held its session at Hall 25B of the province. Prime Minister Pham Minh Chinh attended and directed the congress.

Also attending the congress were Deputy Prime Minister Le Thanh Long, leaders of central ministries and branches, and 487 official delegates representing 242,000 party members.

High economic growth

Speaking at the congress, Prime Minister Pham Minh Chinh emphasized the results that Thanh Hoa has achieved in the past term, especially GDP maintained a high growth rate, with an average period estimated at 2 digits (10.24%), ranking 4th in the country.

The economic structure is shifting in the right direction, with industry and construction (51%), services (37%) and the proportion of agriculture gradually decreasing. Annual budget revenue is among the top 10 provinces and cities in the country.

"Infrastructure is increasingly improved, improving the quality and efficiency of 5 modes of transport, especially highways and inter-provincial roads. Socio-economic infrastructure is focused on, investment resources are prioritized, and a number of major key transport projects have been put into operation. Healthcare infrastructure, education infrastructure, and energy infrastructure are increasingly consolidated and enhanced," said the Prime Minister.

He also praised Thanh Hoa: "The implementation of social security policies and new rural construction is always among the leading groups in the country. The poverty rate has decreased by an average of 1.56% annually (to 0.52% in 2025); 14,780 temporary and dilapidated houses have been eliminated; 99.8% of families with meritorious services have a standard of living equal to or higher than the average of the local people. The lives of people, especially ethnic minorities, mountainous areas, remote and isolated areas have been gradually improved."

The motto of the 20th Congress of Thanh Hoa Provincial Party Committee for the 2025-2030 term is: "Solidarity - Responsibility - Creativity - Development". The political report at the congress stated that in the 2020-2025 term, the province's economy will grow strongly, the scale of the economy will grow larger and larger, gradually affirming itself as a new growth pole in the North of the country.

The economic scale in 2025 will be 1.9 times that of 2020; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times that of 2020. The economic structure will shift in the right direction.

The economic growth model gradually shifted from breadth to depth; the average annual social labor productivity growth rate in the 2021-2025 period reached 10.4%, exceeding the congress' target.

State budget revenue every year exceeds the estimate assigned by the Central Government; the average annual budget revenue growth rate is estimated at 10.5%, exceeding the congress target.

The poverty rate has decreased by an average of 1.56% per year (to 0.52% in 2025). The whole province has eliminated 14,780 temporary and dilapidated houses. The lives of people, especially ethnic minorities, mountainous, remote and isolated areas, have gradually improved.

Strive for average income of 7,900 USD/person

During the 2025-2030 term, the Thanh Hoa Provincial Party Committee set out 32 targets on economy, culture - society, environment, security and order, and Party building; 7 key tasks, 4 breakthroughs, 13 groups of tasks, and solutions in all fields.

The average growth rate of gross regional domestic product (GRDP) in the 2025-2030 period will reach 11% or more, and the average GRDP per capita in 2030 will reach 7,900 USD or more.

Entering a new development phase, implementing the Resolution of the 20th Thanh Hoa Provincial Party Congress, term 2025-2030, Prime Minister Pham Minh Chinh noted building Thanh Hoa into a "model province" according to President Ho Chi Minh's instructions.

Accordingly, it is necessary to focus on thoroughly grasping and effectively implementing the resolutions and action programs of the 14th National Party Congress and the 20th Provincial Party Congress.

Continuously improve the leadership capacity and fighting strength of the Party organization and Party members. We must attach importance to the work of building a clean and strong Party and political system, especially the principles of democratic centralism and solidarity and unity within the Party.

Focus on operating local government synchronously, smoothly and effectively.

Do a good job in personnel work, considering it the "key of the key" task. Build a team of cadres and party members, especially leaders, with sufficient capacity, prestige, and equal to the task.

Tighten discipline, strengthen inspection and supervision work, proactively prevent "early and far" small violations from accumulating into big shortcomings. Resolutely prevent and fight corruption, waste, and negativity, "not allowing dark areas, gray areas, or areas of private interests".

Regarding rapid and sustainable economic development, the Prime Minister directed Thanh Hoa to restructure the economy, innovate the development model based on science and technology, innovation and digital transformation; build a green economy, digital economy, circular economy and sharing economy.

Breakthrough development of 4 dynamic economic centers "four mountains": Nghi Son, Sam Son, Bim Son, Lam Son.

Thanh Hoa needs to focus on developing culture and society in sync with economic development, education and training, and healthcare. Implement social security policies well, ensuring social progress and equity.
