
At the end of 2022, Quang Ninh will invest in a riverside road project connecting Ha Long - Hai Phong Expressway to Dong Trieu (section from Provincial Road 338 to Dong Trieu). The project is 40.25km long, designed with 2 parallel roads with 2 lanes for motor vehicles on each side. On the route, 10 intersections at the same level and 13 bridges, 3 underpasses for people with synchronous lighting and traffic safety systems will be built.
However, because it is a new route, the design runs through many complex geological locations, many swamps and rivers, of which half of the route length must be treated with weak soil by wicking, loading and waiting for settlement lasting from 6-10 months. Meanwhile, the source of materials including sand and fill soil is scarce, constantly fluctuating in price. The project currently needs about 600,000m3 of sand, however, from May 2025, the sand mines in the list of sand for the project have temporarily stopped exploitation; the source of K95 and K98 fill materials is not enough to meet the construction schedule, the supply capacity only reaches an average of over 40%, which has led to many difficulties in mobilizing to supply the project. If compared with the total remaining land demand of the project, the construction time of the roadbed item must be extended to 2026 to complete the roadbed.
Although localities have launched and accelerated site clearance work to serve construction, there are still more than 8 hectares of undelivered land located in Dong Trieu, Hoang Que, Mao Khe, Yen Tu and Uong Bi localities. Many locations still have technical infrastructure works (electricity, water, telecommunications...) that have not been relocated, causing the construction organization to be unsynchronized and unconnected, and the transportation of materials to the construction site to be interrupted and difficult.
Up to now, 12/13 bridges have been basically completed, but the Song Uong bridge connecting Uong Bi area with Quang Yen is behind schedule, currently only about 50% of the total volume has been completed. The reason is due to the complex geology, muddy soil interspersed with many layers of caster caves, so the processing takes a long time. The bridge has completed bored pile construction, pouring concrete for piers, and is currently implementing cantilever casting at about 90%, beam installation at nearly 30%, and casting Super T beams at 40/80 beam slabs.

In early October 2025, Chairman of the Provincial People's Committee Bui Van Khang personally inspected the project, requesting the investor and contractors to closely coordinate with relevant departments, branches and localities to urgently resolve difficulties in the source of soil and sand for filling by speeding up the completion of procedures for soil mines; expanding and searching for suitable sources of raw materials to compensate for the scarce source of raw materials. For soil mines currently supplying the project such as Tay Son, Trung Vuong... it is necessary to increase the capacity of exploitation, transportation and supply of soil materials for filling the project according to the registered plan; review and take advantage of excess soil sources to transport and supply for the riverside road project; organize the temporary handover of some routes serving the soil transportation work to save transportation costs, speed up construction progress and avoid investment waste.
With the province's proactive and active participation, in the last months of the year when the dry season weather is favorable, investors and contractors also need to proactively prepare human resources, vehicles, plans for overtime, and speed up the construction progress of items to compensate for the slow time due to previous difficulties. In particular, proactively handle the adjustment of design solutions from using sand materials to other design solutions for some sections of the route, on the principle of ensuring construction quality, economic efficiency and speeding up progress... This not only contributes significantly to the early completion of the key route in the western region of the province, but also contributes to increasing the progress of public investment disbursement, contributing to the growth of the construction industry and the overall growth of the province.
