
Mao Khe Ward was newly established on the basis of merging Mao Khe, Xuan Son, Kim Son and Yen Tho wards. After the merger, the ward has an area of over 46.5km² and is the most populous in the province with 72,000 people. In the process of strong urbanization, in recent years, the ward's technical and social infrastructure has received investment attention, but in many residential areas, community living spaces and outdoor entertainment venues are still lacking. Many dirt roads are self-graded or the concrete road surface is narrow and broken... affecting people's lives.
The Party Committee and the ward government identified the planning, renovation, and rearrangement of public spaces and traffic infrastructure in neighborhoods as key tasks, both to meet people's needs and to create a foundation for Mao Khe to develop into an economic , cultural, commercial and service center in the west of the province.
Immediately after the Provincial Party Standing Committee directed the implementation of the Resolution of the 16th Provincial Party Congress, Mao Khe Ward Party Committee held a conference to thoroughly disseminate to all cadres, party members, party cell secretaries, neighborhood heads, and the Front's working committee; develop a specific action plan, clearly assign tasks, and determine the motto "Taking people as the center, taking residential areas as the nucleus of civilized urban areas".

Mr. Nguyen Quang Huy, Vice Chairman of Mao Khe Ward People's Committee, said: In the period of 2026-2030, the ward plans to have 167 medium-term public investment projects with a total capital of more than 730 billion VND. In 2025 alone, the ward will deploy 70 projects that can be implemented immediately with a total investment of about 160 billion VND, including: 3 technical infrastructure works to prevent flooding, 53 traffic works and 14 flower garden and tree projects. All projects are in the approved master plan and do not require site clearance, so there are favorable conditions for implementation. When the projects are completed, Mao Khe will have a synchronous traffic network, effectively connecting with main routes and national highways, completely resolving voters' petitions that have lasted for many years, while opening up a new community living space, where people can truly enjoy the conveniences of a civilized urban area.
To ensure progress, the Ward People's Committee has established a detailed timeline as follows: Complete investment preparation work before October 30, 2025; appraise and approve economic and technical reports before November 10, 2025; hold a Ward People's Council meeting to approve the list and allocate capital for each project before November 12, 2025.
For projects with a bid value of less than 2 billion VND, they will be completed within 15 days, the rest will be open for bidding within 45 days. At the same time, the ward will strengthen propaganda and mobilize people to donate land, architectural objects, and contribute working days to expand traffic infrastructure and renovate community living spaces, considering this the "key" to soon turn the policy into practical action.

Mr. Pham Quang Binh, Party Cell Secretary, Head of Vinh Hoa Ward, excitedly said: The neighborhood has about 3,000 households but for many years there has not been a safe and healthy place for entertainment and recreation for all ages. Every time it rains heavily, the main road is often flooded, making travel difficult. When the ward announced that it would invest in upgrading the road and building an 8,000m² flower garden as a community activity area this year, everyone was excited, because this has been a long-awaited wish for many years.
According to the plan, by the end of 2025, Mao Khe ward strives to become one of the first localities in the province to invest in entertainment venues and outdoor community spaces. To achieve this result, the ward will implement flexible and creative approaches, not relying entirely on the state budget but proactively socializing and mobilizing people's strength and business resources in the area. Residential areas with public land funds will be given priority for renovation, installation of sports equipment, stone benches, planting trees, and lighting systems. Neighborhoods with high population density but lacking vacant land will apply the model of "small flower gardens in alleys", taking advantage of common yards, interspersed land, and neighborhood cultural houses to create living spaces, exchanges, and organize weekend sports and cultural activities.
The urgent implementation of 70 key projects in the last months of 2025 is not only a concrete action to implement the province's direction, but also a vivid demonstration of the spirit of daring to think and daring to do of the Party Committee, government and people of Mao Khe ward, contributing to the whole province in realizing the aspiration of building Quang Ninh into a centrally-run city before 2030.
