Prime Minister chairs Government meeting on law in August 2024

Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, members of the Government, leaders of ministries, branches and agencies under the Government.

According to the program, the meeting lasted for one day, discussing and giving opinions on the following contents: Draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; Draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site; Proposal to develop the Law on Public Investment (amended); Proposal to develop the Law on amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the form of public-private partnership and the Law on Bidding; Proposal to develop the Law on amending and supplementing a number of articles of the Law on State Budget, the Law on Management and Use of Public Assets, the Law on National Reserves, the Law on Accounting, the Law on Independent Auditing, the Law on Securities, the Law on Tax Management; Draft Law on Corporate Income Tax (amended); Draft Law on Special Consumption Tax (amended); and a number of other contents.

In his opening speech, Prime Minister Pham Minh Chinh said that we have now gone through almost three-quarters of the entire term; the review shows that many targets set by the 13th National Party Congress will be achieved and exceeded, but there are also targets that require further acceleration and breakthroughs in the coming time to be achieved, such as targets on GDP growth and labor productivity due to various reasons, such as the prolonged consequences of the COVID-19 pandemic, the world situation is changing rapidly, complicatedly, and unpredictably, etc.

In that context, removing legal obstacles and perfecting institutions will help mobilize and effectively use all resources for development, especially resources from public-private partnerships, attracting foreign investment, resources from the private sector, taking public investment as the leader, activating private investment, promoting decentralization and delegation of power along with appropriate resource allocation, improving enforcement capacity, strengthening inspection and supervision, eliminating the request-grant mechanism and the environment for negativity, inconvenience and harassment, reducing administrative procedures, reducing compliance costs of agencies, units, people and businesses, thereby promoting growth.

This is the 7th Government meeting on legal issues in 2024; the Government Standing Committee also meets almost every week on law-making work; the Prime Minister continuously meets, directs and establishes a Steering Committee to review and handle problems in the system of legal documents, showing the determination to implement the 3 strategic breakthroughs identified by the Party and State, including strategic institutional breakthroughs.

The Prime Minister asked delegates attending the meeting to focus on giving opinions on the contents, especially draft laws and proposals for law making to submit to the National Assembly to ensure progress and improve quality.
