Resettlement housing fund seems to be lacking but is actually abundant
According to the Department of Construction of Ho Chi Minh City, the People's Committee of Thu Duc City and the former districts have previously registered housing and land funds to serve resettlement for 8,359 cases in need of resettlement in the area.
Based on the existing public housing and land fund for resettlement, the Ho Chi Minh City People's Committee has allocated 5,785 apartments and land plots to localities.
At present, Ho Chi Minh City is expected to need about 2,215 more apartments and land to serve resettlement for key transport projects. In the long term, there will be a lot of demand for housing and land for resettlement to meet the needs of public investment in the city. Thus, in this situation, housing and land funds for resettlement are considered to be lacking.
Meanwhile, the results of implementing Decision No. 2954/QD-UBND of the HCMC People's Committee show that the rate of land and apartment use up to now is very low (only 624 apartments and land have been handed over to people, reaching a rate of 11%); at the same time, there is a plan to continue using about 657 apartments in the next 6 months. Thus, in this situation, the housing fund and land for resettlement are considered redundant.
According to the Department of Construction of Ho Chi Minh City, the reason for the above situation is that when conducting surveys and sociological investigations to carry out compensation and resettlement support, people have many options for compensation methods.
In fact, people who are evicted are compensated at market prices, while the current resettlement areas are far from where they live, so people rarely choose resettlement but choose to receive money.
In addition, the demand for resettlement by land is higher than that of apartments, leading to many vacant apartment buildings. On the other hand, although the locality has not yet allocated all of this land and housing fund for resettlement, it has not reported the return...

Effective solutions for using resettlement housing
To effectively manage and use resettlement housing funds, the Department of Construction has proposed many short-term and long-term solutions.
Specifically, the Department proposed that the compensation, support and resettlement plan only state the number of households and individuals eligible for resettlement and resettlement locations, but does not state the number of apartments and resettlement land required.
At the same time, it is stipulated that in addition to resettlement options with apartments and land, it is possible to choose to receive financial support, order to buy commercial housing, and give priority to reviewing and approving the purchase of social housing to serve resettlement.
In the immediate future, the Department of Construction will advise the Ho Chi Minh City People's Committee to issue separate allocation decisions for each newly arising project through adjusting and supplementing Decision 2954.
In addition, with a long-term solution, the People's Committees of wards and communes must be responsible for developing, investing in construction, and creating residential land for resettlement in the coming time; focusing on developing social housing to serve low-income people and households and individuals affected by public investment projects in the city...
In addition, the Department of Construction will advise the Ho Chi Minh City People's Committee to authorize agencies performing compensation, support and resettlement to use the entire apartment fund and land belonging to public assets for resettlement in Ho Chi Minh City after the merger; decentralize to the Chairman of the Commune People's Committee to decide on the selling price of resettlement housing in cases where resettlement housing is arranged in communes other than the communes where the land is recovered.
