Prime Minister: Vietnamese entrepreneurs must 'take longer steps, go further'

On the afternoon of October 9, Prime Minister Pham Minh Chinh chaired a meeting with representatives of businesses and outstanding entrepreneurs nationwide on the occasion of Vietnamese Entrepreneurs Day (October 13).

Sharing at the meeting, the Prime Minister emphasized the increasingly strong and mature role of Vietnamese enterprises and entrepreneurs in the country's economic development.

The Prime Minister also hopes that the business community and entrepreneurs will always stand firm on their own two feet, strive for high growth, and contribute to achieving the GDP growth target. Promote the spirit of entrepreneurs as soldiers, "wherever there is need, wherever there is difficulty, there are entrepreneurs, together with the whole country, turning nothing into something, turning difficulty into ease, turning the impossible into possible".

According to Chairman of the Board of Directors of Hoa Phat Group Tran Dinh Long, from a very small starting point 30 years ago (ranked 6th in ASEAN with an output of 1 million tons/year), to date the Vietnamese steel industry has risen to 11th in the world, leading ASEAN, far surpassing the second-ranked country.

Mr. Long also proposed that the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development will be accelerated, creating more favorable conditions for businesses. Because in the current fiercely competitive environment, time is a vital factor.

"When businesses send petitions, we hope the Government, ministries and branches will consider and resolve them more quickly, so as not to miss out on development opportunities," Hoa Phat Chairman suggested. The steel industry also hopes the Government will have a flexible response policy to the European Union's recent decision to increase steel import tax from 25% to 50%, in order to protect the domestic manufacturing industry.

With domestically produced products that meet the demand, Mr. Long hopes that State investment projects and programs will give special priority to using domestic products, implementing the policy of "Vietnamese people give priority to using Vietnamese products".

In fact, businesses are making efforts to invest, expand production, and are ready to participate in national programs such as building social housing, developing infrastructure, housing for workers, students, etc.

"We hope the Government will have more transparent ordering and bidding mechanisms and prioritize Vietnamese goods in these projects. That will further motivate the business community to develop more sustainably," Mr. Long raised the issue.

Chairman of the Vietnam Young Entrepreneurs Association Dang Hong Anh also said that the spirit of "harmonious benefits and shared risks" is no longer a slogan, but has truly become an effective action motto, spreading trust and clearing bottlenecks for businesses.

The Association has initiated the program "One young entrepreneur mentors two new entrepreneurs", contributing to realizing the goal of converting 5 million individual business households into enterprises. Along with that is the program to train 10,000 CEOs, implemented from October 8 until the end of 2030 to improve the competitiveness of the private economic sector.

The leaders of the Vietnam Young Entrepreneurs Association affirmed that they will promote intra-bloc trade, help businesses reduce costs by 8-20%, prioritize the use of each other's products and services to grow together. Sign strategic agreements with many financial institutions and banks to seek capital sources for businesses.

Removing human resource bottlenecks after merger

Adding her opinion, Ms. Thai Huong, Chairwoman of TH Group's Strategy Council, pointed out two bottlenecks: the law is not retroactive when citing the story of farm investment that previously required a distance of 200 meters from people's houses and 270 meters from construction enterprises, but now requires a distance of 400 meters and the authorities require compliance with the law.

Another issue that needs to be resolved is the issue of human resources during the merger. In reality, there are unfinished projects that have been done in accordance with the law and carefully prepared, but when the merger is stopped, waiting for the new agency, and then asked to do it again, wasting time. Therefore, Ms. Huong suggested that these bottlenecks need to be specifically resolved to unleash resources among the people, serving double-digit growth.

From the perspective of state-owned enterprises, Mr. Le Ngoc Son, General Director of the Vietnam National Industry and Energy Group (Petrovietnam), proposed that the Government advise the Politburo to soon issue a new resolution on the development of state-owned enterprises and the state-owned economy, in order to thoroughly remove institutional bottlenecks. Soon issue a specific operating and financial mechanism for Petrovietnam to operate in the new situation.
