Digitalization for the benefit of insurance participants

With the determination to create and develop a modern and professional social insurance industry, for the satisfaction of people and businesses, the provincial social insurance industry has been strongly implementing digital transformation to create the image of a "professional, modern and effective" social insurance industry.

From August 1, 2025, the Social Insurance system will officially implement the unification of personal identification numbers/citizen identification cards (CCCD) and social insurance codes. This is considered an important step in the comprehensive digital transformation process, helping people more conveniently participate in and enjoy policies.

Since the first years of operation, important data such as information on the process of participating in and enjoying social insurance policies of employees have been recorded and shown in the social insurance book.

Similarly, each health insurance card also shows information about the participant, place of residence, place of medical examination and treatment, benefit level, etc. On that basis, the Social Insurance agency simultaneously issues two types of social security codes for social insurance and health insurance participants (including: social insurance code and health insurance card code) to manage and organize policy implementation for participants.

By 2014, when the amended Social Insurance Law (effective from January 1, 2016) and the Law amending and supplementing a number of articles of the Health Insurance Law (effective from January 1, 2015) were passed, employees were allowed to keep and manage their own social insurance books. Regarding the Health Insurance Law, it was officially stipulated to add a form of participation in health insurance by household and family members participating in health insurance will have their contribution levels reduced from the second member onwards.

In particular, on March 3, 2021, the Government issued Decree No. 43/2021/ND-CP regulating the national database on insurance. In particular, Vietnam Social Security is the governing body of the national database on insurance; presiding over the construction, updating, maintenance, exploitation and use of the national database on insurance. With this "first-mover" advantage, the national database on insurance was built as soon as the Government launched Project 06, the social security sector is one of the first few units to participate in connecting, synchronizing and authenticating insurance data with the national database on population.

Thus, the implementation of using personal identification numbers/citizen identification cards to replace social insurance codes does not affect the rights of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies. The unification of these two codes has helped people and workers not have to remember many codes, easily look up information, perform online procedures, reduce administrative procedures (TTHC); help social insurance agencies manage information of social insurance and health insurance participants accurately and consistently; ensure connectivity and synchronization of databases between agencies serving management work... contributing to saving time and social costs.

According to Mr. Ta Duc Hau, Deputy Director of the Provincial Social Insurance, identifying administrative procedure reform and digital transformation as an important task to implement social insurance and health insurance policies in the new situation, the Provincial Social Insurance always pays attention to and focuses on implementing them in the activities of the industry. In particular, the information technology infrastructure system of the Social Insurance industry is regularly invested, equipped, and upgraded to meet the needs and operational functions of the industry; the software for managing health insurance participants of the Social Insurance industry has been connected with national data on population; many insurance procedures and policies have been shortened, implemented quickly and conveniently, bringing great benefits to participants and beneficiaries of social insurance and health insurance policies.

As of September 10, implementing the electronic connection process for two groups of essential administrative procedures in Project 06 on "Death registration - Permanent residence cancellation - Funeral allowance" and "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old", the whole province received, processed and returned results for 74,638 records.

Regarding the number of successful medical examinations and treatments using CCCD in Dak Lak province, there were 6,907,546 out of a total of 7,931,389 CCCD data searches. The number of medical examination and treatment facilities performing the search was 342/342 facilities. The number of CCCDs synchronized with valid health insurance cards for medical examinations and treatments using CCCD was 2,528,112, reaching a rate of 99.28%.

Regarding the implementation of non-cash payment in pension and social insurance benefits payment on the basis of the National Population Database, the province has paid via ATM at a rate of 80.84%; including: pension payment for 43,863/69,881 people at a rate of 62.77%, one-time social insurance benefits for 2,005/2,027 people, at a rate of 98.91%. The provincial Social Insurance has also coordinated with the Department of Health and medical examination and treatment facilities in the province to deploy connection and sharing of health examination data to serve the online issuance and re-issuance of driver's licenses with data of 78,403 cases.

In addition, the provincial Social Insurance has deployed the application "VssID-Social Insurance Number" on mobile platforms to help users look up and perform online public services on social insurance, health insurance, unemployment insurance as well as monitor the payment obligations of employers, contributing to preventing abuse and profiteering of social insurance and health insurance funds.

It can be said that with strong changes in administrative procedure reform, digital transformation not only helps provincial social insurance officers meet management requirements but also creates favorable conditions, shortens paperwork procedures, saves time and costs for people and businesses when participating in and enjoying social insurance and health insurance regimes and policies.

In the coming time, the provincial Social Insurance will continue to review and simplify administrative procedures; innovate the implementation of the one-stop shop and one-stop shop mechanism in handling administrative procedures; improve the quality of service provision; ensure timely, public, complete and correct handling of social insurance, health insurance and unemployment insurance policies for participants.
