At the Bac Ninh province bridge, representatives of the Bac Ninh Provincial Traffic and Agriculture Project Management Board No. 2 chaired the conference. Also attending were representatives of the leaders of a number of relevant departments and branches; leaders of the People's Committees of the wards: Song Lieu, Tu Son, Phu Khe.
According to the Ministry of Construction, the country is currently implementing key, important national railway projects, including: Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; North - South high-speed railway construction investment project; urban railway projects in Hanoi and Ho Chi Minh City.
Since the third meeting of the Steering Committee, the Prime Minister and Deputy Prime Ministers have chaired many meetings; issued nearly 20 documents directing issues related to key works and important national projects in the railway sector. In particular, ministries, branches and localities have been assigned 39 tasks, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects.
In general, the implementation of tasks is being actively carried out. In particular, preparing conditions to start the Lao Cai - Hanoi - Hai Phong standard gauge railway project in December this year as directed by the Prime Minister.
It is known that the Lao Cai - Hanoi - Hai Phong railway project passes through 6 provinces and cities including: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen and Hai Phong. The total length of this route is about 390.9 km, including 10 component projects, of which component project 7 is compensation, support and resettlement in Bac Ninh province.
The section passing through Bac Ninh province is about 3.76 km long, with an area of about 38.37 hectares, passing through the wards of Phu Khe, Tu Son, and Song Lieu. The starting point is in Phu Khe ward, bordering Hanoi city. The ending point is in Song Lieu ward, bordering Hung Yen province. There are 2 stations on the route: Yen Thuong station in Phu Dong commune, Hanoi city and Phu Khe ward (Bac Ninh), Kim Son station in Thuan An commune, Hanoi city and Song Lieu ward (Bac Ninh). The estimated cost of compensation, support, and resettlement is 1,085 billion VND.
Currently, the Provincial People's Committee is directing and urging investors and relevant units to urgently prepare and appraise the feasibility study report for the compensation, support and resettlement project to serve the site clearance work, ensuring project approval in October 2025.
Speaking at the meeting, Prime Minister Pham Minh Chinh praised the results and tasks that ministries, branches and localities have achieved in recent times. At the same time, he emphasized that railway development is one of the contents identified in the Resolution of the 13th National Party Congress. The Politburo issued Conclusion 49-KL/TW on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.
Assigning specific tasks to ministries, branches and localities, the Prime Minister requested the Ministry of Science and Technology and the Ministry of Construction to urgently complete the issuance of relevant standards, regulations and procedures for selecting investment methods and investors for projects.
The Ministry of Construction is preparing the necessary conditions to ensure the commencement of the first component project of the Lao Cai - Hanoi - Hai Phong railway line on December 19, 2025. The Prime Minister noted that it is necessary to review and ensure full procedures in accordance with legal regulations and the National Assembly's Resolution on the project.
Regarding capital for site clearance, the Ministry of Finance and the Ministry of Construction urgently allocate capital to localities for disbursement, while localities provide capital in a proactive, positive and flexible manner. Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delays due to lack of capital.
The Ministry of Construction will coordinate with the Ministry of Justice to continue reviewing, synthesizing, developing, and perfecting mechanisms and policies to submit to the National Assembly, handling all legal problems, thereby mobilizing State and non-State, Central and local resources... for projects.
The Prime Minister requested that in the coming time, ministries, branches and localities must focus on transferring and mastering science and technology; mobilizing maximum resources, especially qualified and capable officials and civil servants to arrange for the implementation of tasks. Continue to be highly determined in organizing implementation; focus on removing legal and institutional barriers, and minimizing administrative procedures.
In particular, the task of ensuring "6 clarity" is carried out: clear people, clear work, clear responsibility, clear authority, clear time, clear results, ensuring that key projects in the railway sector are implemented according to plan.
Ministries, branches and localities continue to review and focus on resolving the slow-progressing tasks assigned at the 3rd meeting and the directions of the Government and the Prime Minister, not letting the congestion affect the overall progress of the project...
