On the morning of October 23, concluding the 4th meeting of the Steering Committee for key works and important national projects in the railway sector (Steering Committee), held online with 18 provinces and cities with railway projects passing through, Prime Minister Pham Minh Chinh , Head of the Steering Committee, emphasized the requirement to develop the railway industry and a sustainable railway ecosystem towards industrialization and modernization.
Railway projects are being implemented very urgently.
At the meeting, the Steering Committee focused on reviewing and examining the assigned tasks, especially the tasks set out by the Steering Committee at the 3rd meeting; the results achieved, the difficulties, limitations, and problems that need to be resolved, especially institutional problems to promptly submit to the National Assembly for consideration and supplementation.
In particular, the implementation of the Lao Cai- Hanoi -Hai Phong standard railway project; review and assessment of site clearance for the North-South high-speed railway in localities; and urban railway routes in Hanoi and Ho Chi Minh City.
Since the third meeting of the Steering Committee on July 9, 2025, the Prime Minister and Deputy Prime Ministers have chaired many meetings and issued nearly 20 documents directing issues related to key works and important national projects in the railway sector.
The Government, the Prime Minister, and the Steering Committee assigned 39 tasks to ministries, branches, and localities to remove difficulties and obstacles and speed up investment preparation procedures for projects.
Up to now, the agencies have completed 16 tasks meeting requirements; are actively and focused on implementing 10 tasks which are regular direction and management tasks; 8 tasks have not met the progress but in reality need time because they are related to foreign partners or need time to perform; 5 tasks have not yet reached the deadline.
In particular, the Lao Cai-Hanoi-Hai Phong railway project is being actively implemented, and will complete and approve the Feasibility Study Report in October 2025; hand over the site clearance records for the stations to start construction to complete site clearance, in time for the start of construction on December 19, 2025; complete the establishment and approval of technical designs, select construction contractors, supervision consultants...

At the Hanoi-Lang Son and Hai Phong-Mong Cai railway projects, ministries and branches are closely coordinating with the Chinese side to carry out survey, design and planning steps for the two above mentioned railway lines.
For the high-speed railway project on the North-South axis, up to now, localities and Vietnam Electricity Group (EVN) have established a Steering Committee, assigned investors, issued an implementation plan, organized inventory, and reviewed resettlement needs...
In particular, 12/15 localities have organized groundbreaking and started the resettlement area on August 19, 2025. Along with that, the Railway Project Management Board is organizing the selection of consultants to support project preparation; ready to deploy the task and estimate, bidding documents to select survey consultants, prepare the project feasibility study report and deploy the following tasks; conduct a review to complete the system of regulations and standards; research and propose investment forms; continue to complete specific mechanisms and policies applicable to the Project.
In Hanoi, investment procedures are being carried out for 2 routes and 2 urban railway routes are being implemented. Of which: Route 3 (Hanoi Station - Hoang Mai section) strives to start construction and complete the Project in phase 1 from 2026-2030.
Line 5 (Van Cao-Ngoc Khanh-Lang-Hoa Lac) has completed the mid-term report and is implementing FEED design documents on technology selection options, total investment, and implementing site clearance procedures.
Line 2 (Nam Thang Long-Tran Hung Dao section) started construction on October 9, 2025.
Line 3 (underground section Cau Giay-Hanoi Railway Station) is constructing tunnels and underground stations, reaching 66.46% of the plan.

Ho Chi Minh City is implementing a number of project preparation tasks for 7 urban railway lines; adjusting procedures for the Ben Thanh-Tham Luong Line 2 Project, striving to start construction by the end of 2025...
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities in performing assigned tasks; at the same time, he reminded ministries and branches to urgently complete a number of important tasks such as: The Ministry of Finance speeds up the negotiation and signing of loan agreements for the Lao Cai-Hanoi-Hai Phong Railway Project; proposes to issue government bonds to mobilize investment capital for the Lao Cai-Hanoi-Hai Phong Railway; and establishes a restructuring project for the Vietnam Railway Corporation.
The Ministry of Industry and Trade presides over and coordinates with the Vietnam Electricity Group to review and guide the Investor on power supply, power system and power demand to ensure supply for railway projects. The Ministry of Construction presides over working with the Chinese side on the technology transfer plan for the Lao Cai-Hanoi-Hai Phong railway project.
The Prime Minister specifically noted that relevant ministries and branches urgently complete the development and promulgation of a set of regulations and standards for high-speed railways, standard railways, and urban railways; and promulgate criteria for selecting investors and investment forms for railway projects to mobilize resources.
Directing urgent site clearance for railway construction, the Prime Minister said that capital for site clearance for the Lao Cai-Hanoi-Hai Phong railway project and the North-South high-speed railway project has been arranged, so the Ministry of Finance will immediately transfer it to the Ministry of Construction (Investor) to transfer to localities. In case the central capital has not been available in time, localities will advance local capital to promptly implement the project.
Along with that, localities promote the spirit of self-reliance, self-improvement, and the highest responsibility in their positions in leading, directing, and organizing the implementation of site clearance, building resettlement areas, and exploiting space at stations according to the TOD model.
Construction of Lao Cai-Hanoi-Hai Phong railway project to start on December 19
Emphasizing the need to promote technology transfer, master technology step by step, develop the railway industry and a sustainable railway ecosystem including railways and subways towards industrialization and modernization, the Prime Minister emphasized that the workload and tasks of the Steering Committee are extremely heavy, complicated, and the progress is urgent, especially for the Ministry of Construction and localities. The implementation of the Projects must ensure quality, technique, progress, efficiency, and feasibility.

Agencies continue to mobilize maximum resources, especially qualified, capable and highly responsible officials and civil servants, to assign specialized tasks to implement railway projects, works and tasks and need to review and have appropriate mechanisms, policies and incentives.
For members of the Steering Committee, the Prime Minister requested that they uphold the highest sense of responsibility, promote self-reliance, self-strengthening, dare to think, dare to do, be proactive, timely, flexible, not wait, rely on others, innovate methods, ways of thinking, ways of doing to complete assigned tasks.
During the implementation process, especially when encountering difficulties and problems, it is necessary to uphold the spirit of "clear thinking, high determination, great efforts, decisive and effective actions, completing each task and completing each task" and immediately report to competent authorities to handle and resolve issues beyond authority.
Ministries, branches, localities, investors, contractors, relevant agencies and units focus on removing legal barriers; focus on removing institutional barriers, cutting down cumbersome administrative procedures; ensure "6 clear" assignments: Clear people, clear work, clear time, clear responsibility, clear products, clear authority, to make "3 easy": Easy to check, easy to urge, easy to evaluate.
The Prime Minister pointed out the implementation of projects in the spirit of "3 yes" and "2 no," in which "3 yes:" There are benefits for the State, benefits for the people, benefits for businesses and "2 no:" No corruption, negativity, no loss or waste of assets, efforts, and money of the State and people.
The Prime Minister requested to continue promoting the spirit of solidarity, strengthening coordination between agencies in the political system, between the Central and local levels, between investors and contractors, consultants; taking advantage of the support and participation of the people, especially in compensation, support, and resettlement of projects, ensuring a better life for people in new places; especially the police and military forces participating in helping people with site clearance and resettlement.
The People's Committees of provinces and cities where projects pass through (Lao Cai-Hanoi-Hai Phong railway and North-South high-speed railway) focus on directing and accelerating the progress of site clearance, relocation of technical infrastructure, and construction of resettlement areas according to the plan set out for each project.
The Provincial/Municipal Party Secretaries - Heads of local site clearance steering committees directly direct and take responsibility; the Ministry of Finance continues to guide and create favorable conditions for localities in providing and allocating capital for site clearance work.

The Prime Minister assigned specific tasks to ministries, branches and localities in implementing specific projects. In particular, for the Lao Cai-Hanoi-Hai Phong railway project, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with the People's Committees of Hai Phong, Hanoi and Bac Ninh provinces and cities to urgently work and agree on the route plan and locations of the remaining stations in October 2025.
The Ministry of Construction urgently prepares all necessary conditions to ensure the commencement of Component Project 1 (using domestic capital) on December 19, 2025.
The Ministry of Natural Resources and Environment supports and accelerates the appraisal and approval of the Environmental Impact Assessment Report and dossier on forest use conversion for Component Project 1 before October 25, 2025.
The Ministry of Finance urgently established a Negotiation Team and conducted negotiations on the Framework Agreement and loan contract for the Project; promptly implemented the Prime Minister's direction on the proposal to issue Government bonds for the Project with a proactive spirit on capital sources for Project implementation.
The Ministry of Foreign Affairs continues to urge the Chinese side to speed up the progress of preparing the Feasibility Study Report for Component 2 Project and other cooperation contents.
Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delays due to lack of capital.
Regarding the North-South high-speed railway project, the Prime Minister assigned the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete procedures and promulgate 37 Vietnamese Standards (TCVN) on high-speed railways (based on ISO standards) in October 2025.
The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently: Complete the report on investment form, criteria for selecting investors and specific mechanisms and policies for the Project, report to competent authorities for consideration and decision according to the direction of the Prime Minister in Official Dispatch No. 10049/VPCP-CN dated October 16, 2025 and Deputy Prime Minister Tran Hong Ha in Notice No. 567/TB-VPCP dated October 22, 2025; Direct the Railway Project Management Board to select a Consultant to support project preparation, strive to complete the task and estimate the preparation of the Feasibility Study Report in the first quarter of 2026.
Localities and Vietnam Electricity Group (EVN) should accelerate site clearance and relocation of technical infrastructure according to approved plans; promptly review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delays due to lack of capital.

The Prime Minister assigned the Hanoi People's Committee to urgently complete the dossier requesting the Ministry of Finance to synthesize and submit to the Prime Minister for decision on mobilizing ODA capital and preferential loans for the Line 3 Project (Hanoi Station - Hoang Mai); coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the Depot of the Line 5 Project (Van Cao - Hoa Lac); speed up the progress of the Line 2 and Line 3 projects (Cau Giay - Hanoi Station) and procedures for adjusting the project according to the TOD model.
Directing the Ho Chi Minh City People's Committee to focus on completing procedures to adjust the Line 2 Project (Ben Thanh - Tham Luong), striving to start construction by the end of 2025, the Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Justice, the Ministry of Foreign Affairs and relevant agencies to promptly resolve recommendations on ODA capital and financial mechanisms for urban railway projects; Prioritizing traffic routes and subways connecting Tan Son Nhat Airport with Long Thanh Airport.
Noting that there should be appropriate policies and regimes for experts helping Vietnam in implementing railway projects, the Prime Minister requested to promote the transfer of railway industry technology, in research, production, warranty, maintenance, and repair; and develop a project on training human resources for the Vietnamese railway industry.
Relevant ministries, branches and localities continue to review and focus on resolving the slow-progressing tasks assigned at the Third Session and the directions of the Government and the Prime Minister, not allowing the bottlenecks to affect the overall progress.
The Prime Minister assigned Deputy Prime Ministers to continue to closely direct and urge ministries, branches and localities to resolutely and effectively implement assigned tasks, promptly remove all difficulties and obstacles, the Ministry of Construction - Standing Agency of the Steering Committee, to monitor, urge, synthesize the implementation situation, and periodically report to the Prime Minister.
Ministries, branches and localities, based on their functions, tasks and the contents of this conclusion, must urgently develop specific implementation plans and report the results to the Ministry of Construction for synthesis, including starting construction on component project 1, the Lao Cai-Hanoi-Hai Phong railway project, on December 19; creating an atmosphere to welcome the 14th National Party Congress./.
