Accelerate construction planning progress with 25% of selected communes and wards

After merging Binh Phuoc province and Dong Nai province into the new Dong Nai province and implementing the 2-level local government model, the Provincial People's Committee assigned the Department of Construction to review and compare regulations to carry out the work of establishing, appraising and approving construction planning. In particular, priority is given to selecting 25% of communes and wards to establish construction planning in 2025 to serve as a basis for attracting investment and creating momentum for growth.

The proposed master plan for the expanded urban area of ​​Binh Phuoc - Dong Xoai - Dong Phu is set up in the period from 2025-2026.

"Planning" 26 communes and wards

Implementing the direction of the Provincial People's Committee, recently, the Department of Construction has coordinated with functional agencies and localities to develop a plan to implement urban and rural planning for the period up to 2030 in the province.

Accordingly, for the period from 2025-2026, the planning projects will be implemented to focus on urban centers and dynamic development areas of the province, including: general urban planning, zoning planning, and urban development formation areas. At the same time, focus will be placed on completing traffic infrastructure, public services, industrial - urban zones, priority communes and wards and key subdivisions to launch important projects, creating spillover effects to neighboring areas.

With that orientation, in this period, the Department of Construction proposed to establish 13 urban master plans; 9 commune master plans and 19 urban subdivision plans.

Specifically, with the general urban planning projects, 10 new general urban planning will be established for communes with former old town areas including: Dau Giay, Cam My, Xuan Loc, Dinh Quan, Tan Phu, Tri An, Tan Khai, Loc Ninh, Thien Hung and Bu Dang.

At the same time, establish a general inter-ward planning and a general planning of the existing urban area for the two inter-ward areas of Binh Long - An Loc and Phuoc Long - Phuoc Binh. Along with that, establish a general planning of the expanded urban area of ​​Binh Phuoc - Dong Xoai - Dong Phu.

Regarding the communal master plan, the Department of Construction proposed to prioritize the establishment of communal master plans for 9 communes including: Minh Duc, Tan Quan, Phu Nghia, Loc Tan, Tan Tien, Da Kia, Dak Nhau, Loc Quang, Tan Hung. Mr. Do Thanh Phuong, Deputy Director of the Department of Construction, said: The reason for prioritizing the selection of the above 9 communes to establish communal master plans is because these communes are still using the new rural master plan approved in 2013, which has not been reviewed or adjusted.

Meanwhile, 19 proposed zoning plans for this period are based on the urban areas and functional areas of the Law on Urban and Rural Planning; areas that need to have zoning plans for bidding to select investors to implement land-using projects; urban areas that play a role in promoting local socio -economic development according to the projected population scale.

According to Mr. Do Thanh Phuong, with 22 urban master planning projects and 9 commune master planning projects, in the 2025-2026 period, 26 communes and wards will be "covered" with planning, accounting for more than 27% of the communes and wards in the province.

Speed ​​up implementation to attract investment

According to Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, Head of the Dong Nai Province Socio-Economic Advisory Group, currently, to achieve the double-digit growth target, Dong Nai Province is implementing the Project to adjust the Dong Nai Province Master Plan for the period 2021-2030. Therefore, with the spirit of "running and queuing at the same time", the province also needs to implement the development of other plans, including zoning plans. From there, when the adjusted master plan is approved, the province can immediately carry out the investment call without having to wait for other plans.

On the side of Dong Nai province, comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed: Currently, the review and selection of 25% of priority communes and wards to establish construction planning as a basis for attracting investment is still slow compared to the direction of the Provincial People's Committee. Therefore, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance and localities to urgently review, analyze and evaluate the current planning status of communes and wards according to the new administrative boundaries. In particular, select priority communes and wards to establish planning early to invite economic and social development projects.

According to the Department of Construction, the estimated budget for implementing general urban planning projects; general commune planning and urban zoning planning in the 2025-2026 period is more than 252 billion VND (not including 4 general urban planning projects that have approved planning tasks and allocated implementation budget and 2 zoning planning projects that are being prepared by the Provincial Construction Investment Project Management Board).

Along with that, the proposed plans can be implemented in parallel with the establishment and adjustment of the provincial master plan, proposing that the Provincial People's Committee Standing Committee issue a plan to implement the establishment and approval of the commune master plan and zoning plans for communes and wards in the province.
