On October 9, due to the impact of prolonged heavy rain, the water level on the Cau River continuously rose, exceeding the alarm level 3, directly threatening people's lives and property. In the face of this emergency, the police force, along with the army and the Bac Ninh provincial government, mobilized maximum human resources and means to organize 24/24h on-duty at key locations, proactively deploying response plans, ensuring people's safety.

In Hop Thinh commune (Bac Ninh province), at around noon the same day, while on duty to ensure security and order, reinforce the dyke to prevent floods and storms, comrade Doan Van Manh (born 1990), Deputy Head of the Security and Order Team of Tan Son village, suddenly fainted.
Teammates and local people immediately took comrade Manh to the emergency room, but due to the rapid development of the situation, the Deputy Head of the Security Team of Tan Son village did not survive.
The sudden passing of comrade Manh while on duty to prevent floods and storms left his relatives and teammates shocked and heartbroken.
During his work, Comrade Manh always demonstrated a sense of responsibility, dedication, enthusiasm, and initiative in work, was exemplary in activities, and was a pioneer in all movements. He was trusted and loved by the local Party Committee, government, and people.
It is known that Comrade Doan Van Manh's family situation is very difficult, with an elderly mother, a wife who works in agriculture , takes care of the family and two small children. The eldest son (born in 2016) has a congenital disability; the youngest son is still young.
In the most difficult times, he remained steadfast, working with his teammates to contribute to protecting the safety of the village and the peaceful life of the people.
