Implementing Plan No. 5570/KH-QY dated October 10, 2015 of the Military Medical Department on ensuring military medicine, environmental sanitation, disease prevention and control to help people after floods caused by the circulation of storm No. 11 in Military Region 1 and Hanoi City; and Plan No. 6139/KH-TM dated October 10, 2015 of the General Staff/General Department of Logistics and Technology (HC-KT) on ensuring military medicine to support people after floods caused by the circulation of storm No. 11 in Military Region 1 approved by the Head of the General Department of Logistics and Technology, the General Department of Logistics and Technology established 3 Military Medical Teams to ensure in 3 locations: Military Medical Team No. 1 on duty in Linh Son Ward, Thai Nguyen Province; Military Medical Team No. 2 on duty in Yen Binh Commune, Lang Son Province; Military Medical Team No. 3 is on duty in Tien Luc commune, Bac Ninh province. The main task is to coordinate with the Military Medical force of Military Region 1 and the medical staff of Thai Nguyen, Lang Son, and Bac Ninh provinces to deploy disinfection spraying, environmental treatment, and domestic water treatment in residential areas, schools, medical stations, public areas, and long-term flooded areas; instruct people to collect and bury garbage and animal carcasses, and clear sewers.

Focus on preventing and combating common diseases after floods such as acute diarrhea, red eye, dermatitis, dengue fever, intestinal diseases, diseases caused by polluted water; organize propaganda for people to eat cooked food - drink boiled water, maintain personal hygiene, do not use polluted water. Monitor epidemics, detect early, isolate, and promptly handle signs of disease outbreaks. Coordinate with local military and civilian medical forces to organize mobile medical teams to go to isolated villages, hamlets, and residential areas to examine, provide medicine, and instruct people on disease prevention. Support localities in vaccination, disinfection, distribution of medical supplies and disease prevention drugs. Ensure military medicine for the forces of the units on duty.

Speaking at the Departure Ceremony, Colonel Le Van Dong requested the 3 Medical Teams to be proactive, urgent, and promptly present at the damaged areas as soon as possible to grasp the situation and immediately deploy epidemic prevention and control measures. Close coordination and cooperation between units, Military Region 1 medical staff and relevant local functional forces. Deploy measures appropriate to the actual situation, ensure safety for the task force and the people; assign specific forces, control progress, and promptly summarize and report results. The Deputy Director of the Military Medical Department believes that with the careful preparation and high sense of responsibility of the comrades in the 3 Medical Teams together with the Military Region 1 medical staff and local medical staff, the comrades will wholeheartedly serve the people, providing timely and effective medical support to the people, contributing to beautifying the image of the Military Medical soldiers, Uncle Ho's soldiers in peacetime.
