Hai Phong City: Commune level must be the level of "local development creation"

Hai Phong City continues to affirm its role as the economic locomotive of the North after the merger, with GRDP increasing by 11.59% in the first 9 months, budget revenue increasing by more than 30%, and domestic investment reaching a record. The city has identified the key task in the last months of the year as improving the efficiency of local government operations at 2 levels, especially at the commune level - becoming a force for local development; determined to complete the growth target of 12.35%, disbursing 100% of public investment capital.

This impressive information was presented at the First City Party Committee Conference, term 2025-2030, which was recently held, connecting online to the bridge points of communes, wards, and special zones.

According to the assessment, in the first 9 months of 2025, Hai Phong City implemented restructuring of the apparatus with a huge and complex workload, unprecedented. With the solid foundation built from previous years of Hai Duong province and the old Hai Phong City, with the spirit of solidarity, proactiveness, flexibility, and high political determination to achieve the 3 goals set by the City Party Committee Conference summarizing the work in the first 6 months of 2025: Successfully organize Party Congresses at all levels; perfect and stabilize the organization of the 2-level local government apparatus; maintain economic growth momentum, while taking better care of social security and improving people's lives, Hai Phong City has strongly overcome the most challenges and difficulties, continuing to affirm its role as an economic locomotive in the North.

Accordingly, The 1st Hai Phong City Party Congress, term 2025 - 2030, together with the Party Congresses at all levels, was successfully held, becoming a historical milestone in the development process of the city after the merger. Notably, the preparation of the Documents was elaborate, methodical, scientific , mobilizing the collective intelligence of the entire Party Committee and People with consensus, determination and aspiration to rise strongly. The GRDP growth target of the Congress was unanimously among the highest in the country.

Over the past 9 months, the city's economy has continued to maintain high growth momentum, GRDP increased by 11.59%, ranking 2nd in the country; budget revenue increased by over 30.6% over the same period, attracting domestic investment is a bright spot, 11.9 times higher than the same period last year, reaching a record high. Strategic infrastructure has been focused on investment. In particular, the Southern Coastal Economic Zone of Hai Phong has attracted many large projects, a strategic driving force for industry and infrastructure, affirming the policy of the City Party Committee on establishing the Economic Zone is completely correct, timely and has long-term strategic significance.

The organization, apparatus and personnel of the Party, government, Fatherland Front and socio-political organizations have been fully improved, basically meeting the requirements of the tasks. After overcoming initial difficulties in facilities, working conditions, transmission lines, machinery and personnel, etc., the performance of the two-level local government apparatus has shown many positive results; affirming that the Central Government's policy is correct and consistent with development practices.

Besides the achievements, there are also shortcomings and limitations. Secretary of the City Party Committee Le Tien Chau emphasized: Only when we are truly professional, transparent, and for the common benefit of the city, can we achieve the goal of being in the top 5, striving to be in the top 3 localities leading in administrative reform indexes as set out in the Resolution of the Congress.

Regarding the key tasks in the last months of the year, the Secretary of the City Party Committee emphasized the need to continue to lead the improvement of the quality and efficiency of the operations of the two-level local government; so that the commune level is not only the "administrative level", handling administrative records and procedures, but must also be the level "creating local development", creating a favorable environment for people and businesses. It is necessary to fundamentally overcome difficulties and obstacles in terms of headquarters, facilities, equipment, transmission lines, etc. in 2025. Continue to review and correctly assess the current situation of the commune-level cadre team to mobilize, arrange, and assign enough professional staff to perform tasks.

We have a surplus of workers compared to the requirements of the tasks, but there is a local shortage of specialized staff in some fields. Therefore, the City Party Secretary requested that local Party committees be more proactive in arranging and assigning staff under their management authority; the city will direct the increase of staff at the grassroots level in fields with deep expertise.

The Secretary of the City Party Committee requested the entire city's political system to mobilize maximum resources, promptly remove barriers, resolutely and effectively organize the implementation of the set tasks, to ensure the completion of the 12.35% growth target, creating momentum for the growth target for the 2026 - 2030 period. Disburse 100% of public investment capital according to the direction of the Prime Minister. In case of failure to complete the tasks under the responsibility of the unit or locality, it is recommended to lower the year-end assessment rating by 1 level, and assign the City Party Committee's Organizing Committee to strictly implement. Urgently research and apply the "green channel" to reduce the time to process procedures for key and urgent tasks according to Notice 126 of the Standing Committee of the City Party Committee; key projects, enterprises with large production value to increase IIP value.
