
On the afternoon of October 10, comrade Le Trung Kien, member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board chaired the Conference to announce the adjustment of the master plan for the construction of Dinh Vu - Cat Hai economic zone until 2045.
Attending were comrade Nguyen Tuong Van, Deputy Minister of Construction; representatives of leaders of relevant sectors, units and localities.
According to Decision No. 2009/QD-TTg dated September 11, 2025 of the Prime Minister, the adjustment of the master plan for the construction of Dinh Vu - Cat Hai economic zone until 2045 aims to specify the goals, tasks and solutions, new orientations in the resolutions and policies of the Party, the National Assembly , the Government and especially the national sectoral plans (roads, seaports, aviation, marine space...), the planning of the Red River Delta and other related plans.
The total scale of the adjusted planning is about 22,540 hectares. Regarding the planning period, the short-term period is until 2035, the long-term period is until 2045. The economic zone development space basically inherits the spatial development orientation of the general planning for the construction of the Dinh Vu - Cat Hai economic zone until 2025, adjusting and expanding the development space, adding functional areas in some areas.

Specifically, Trang Due 1, 2, 3 industrial zones in An Phong, An Truong, An Lao communes and wards (formerly An Duong and An Lao districts) will be added to the economic zone. Developing the northern urban residential area associated with the city's new administrative center and the northern industrial center (formerly Thuy Nguyen city).
Forming a financial center (CBD) - a maritime gateway urban area of the city, which is the service - public center of the economic zone in the Hai An area. Expanding the Lach Huyen area and the southwest of Cat Hai island to build seaport infrastructure, industry, logistics services, free trade zones and new residential areas to serve resettlement, promoting the role of an international port and gateway to the Northern coastal region. Building a green tree and water surface system of the economic zone associated with green tree networks of parks, sports, rivers, canals, sea surfaces...
Speaking at the conference, Deputy Minister of Construction Nguyen Tuong Van stated that the Prime Minister's decision to approve the adjustment of the master plan for the construction of Dinh Vu - Cat Hai economic zone until 2045 is of great significance to the development of Hai Phong. This is a complete and creative inheritance of the viewpoints and development orientations in the master plan for Hai Phong city until 2040, with a vision to 2050; meeting the goals, orientations and implementation solutions of Resolution No. 45-NQ/TW of the Politburo on the construction and development of Hai Phong city until 2030, with a vision to 2045 and national-level plans.

In order to effectively implement the planning, the city, the Hai Phong Economic Zone Management Board and relevant departments, branches and localities continue to coordinate with relevant ministries, branches and sectors to promptly deploy key tasks. Develop a plan to implement the planning in sync with investment in technical infrastructure and social infrastructure in the economic zone, gradually becoming a comprehensive, modern economic zone, an attractive destination for domestic and international investment.
The Deputy Minister requested to review, adjust, and establish zoning plans and detailed plans in accordance with the adjustment of the general construction plan of Dinh Vu - Cat Hai economic zone until 2045, ensuring compliance with legal regulations, orientations, characteristics, and current standards and regulations.
Mr. Le Trung Kien, Head of Hai Phong Economic Zone Management Board, said that up to now, the occupancy rate of Dinh Vu - Cat Hai economic zone has reached nearly 73%; creating jobs for 215,000 workers; contributing 35% of the city's GRDP. The planning adjustment will create new development space, including more than 2,000 hectares of reclaimed land, helping Dinh Vu - Cat Hai economic zone continue to become one of the city's development driving forces. Hai Phong City will seriously and responsibly organize the implementation so that the adjusted master plan can play its role and bring about the highest efficiency.
