The emulation movement “The whole country joins hands to eliminate temporary and dilapidated houses” is a major policy, with profound political , social and humanistic significance. The Prime Minister has repeatedly directed strongly, requiring localities to mobilize all resources, soon complete the goal, contribute to improving people's lives, ensuring social security, and sustainable development.

In Hue , in the period of 2021 - 2024, all levels, branches, armed forces and people have promoted the tradition of solidarity and the spirit of "mutual love and affection", supporting the construction and repair of houses for 6,778 policy households, poor and near-poor households with a total budget of more than 350 billion VND from the central and local budgets and other legal sources.

Implementing the direction of the Government and the guidance of the Ministry of Construction , the City Party Committee and People's Committee have reviewed and approved the implementation of the 2025 program with 1,170 houses: including 503 houses for meritorious people, 325 houses under the national target program for ethnic minorities and mountainous areas, 342 houses for poor, near-poor households and other difficult circumstances. By August 12, 2025, Hue City had completed the work of supporting the elimination of temporary and dilapidated houses in the area, with a total of 1,170 houses, reaching 100% of the plan.

Chairman of the City People's Committee Nguyen Van Phuong awarded Certificates of Merit to collectives with outstanding achievements in eliminating temporary and dilapidated houses.

To achieve that result, immediately after the Prime Minister issued Official Dispatch 102 and Directive 42 on accelerating the elimination of temporary and dilapidated houses nationwide, the Hue City Party Committee established a Steering Committee and launched the movement "Join hands to eliminate temporary and dilapidated houses by 2025".

The entire political system has joined in with the motto "Party leadership, State management, Fatherland Front and mass organizations support, People are the masters", while promoting the spirit of "mutual love and affection". Many businesses, organizations and individuals not only provided financial support but also directly participated in labor days, provided construction materials, contributing to speeding up the progress and completing the program ahead of schedule.

Speaking at the conference, Secretary of the City Party Committee Le Truong Luu said that the success of the program lies not only in the numbers, but also in the spread of the spirit of community responsibility, the smooth coordination between levels, sectors and localities. However, over time, it will be difficult to avoid the emergence of more temporary and dilapidated houses.

Secretary of the City Party Committee Le Truong Luu requested all levels, sectors and localities to continue promoting the humanistic meaning of the movement to eliminate temporary houses, associated with the tradition of solidarity, the spirit of "sharing food and clothes" of the nation and the beauty of Hue culture; focus on removing difficulties in housing construction, especially issues related to land and planning; at the same time, research and supplement policies to support vocational training, job creation, credit loans, access to healthcare and education.

The Party Committee and local authorities need to arouse the will of self-reliance, guide people to maintain and preserve their beautiful houses; at the same time, manage and settle capital sources transparently and in accordance with regulations. Continue to promote the role of the Fatherland Front and organizations in mobilizing social resources, accompanying poor and near-poor households, and policy families to stabilize their housing, feel secure in production, and gradually escape poverty sustainably.

At the conference, the Steering Committee for the elimination of temporary and dilapidated houses in the city awarded Certificates of Merit from the Chairman of the City People's Committee to 8 groups and 12 individuals with outstanding achievements in eliminating temporary and dilapidated houses in the area.
