On the afternoon of October 17, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed and issued a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on resolving the deep flooding situation on many streets in the city after recent rains.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, local People's Committees and relevant units to seriously and effectively implement the instructions on ensuring safety during the 2025 storm season, as stated in Official Dispatch No. 3067/UBND-DT dated June 3, 2024.
In particular, localities focus on implementing projects to solve flooding in their management areas, promptly reporting problems to the Department of Construction to synthesize and propose solutions to speed up progress.
At the same time, increase dredging of canals and ditches according to hierarchy to improve drainage efficiency; strictly handle acts of discharge causing sewer blockage and violations of construction encroaching on the drainage system.
At the same time, the People's Committees of localities have stepped up propaganda and encouraged people not to litter on the streets and canals in accordance with Directive 19-CT/TU of the City Party Committee, contributing to building a clean city and reducing flooding.
The Department of Construction is assigned to urge investors in technical infrastructure and transportation to speed up the progress of anti-flooding projects in the period 2021-2025, especially 12 main roads that are frequently flooded. This unit must guide and coordinate with localities to promptly handle flooding when it occurs, especially in conditions of heavy rain combined with high tides.

* Comprehensive review of the green tree system in Ho Chi Minh City
On the afternoon of October 17, the Office of the Ho Chi Minh City People's Committee issued a notice concluding the direction of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong in response to the recent situation of "heavy rain, strong winds, and falling trees crushing many cars in Ho Chi Minh City".

Accordingly, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong requested the Department of Construction to urgently preside over and coordinate with the Ho Chi Minh City Green Tree Parks Company Limited and related units to conduct a comprehensive review of the entire urban green tree system.
The review work focuses on old trees, trees with large height or diameter, especially on main roads, residential areas, schools and hospitals to assess safety levels, and list high-risk trees for timely pruning or replacement.
The Department of Agriculture and Environment monitors and updates hydrometeorological data, especially on heavy rain, strong winds, and landslides, to provide early warnings to tree management units and local authorities for proactive response.
The People's Committees of wards, communes and Con Dao Special Zone need to coordinate with tree care units and local forces (militia, fire prevention, rescue...) to inspect and handle trees at risk of falling, and at the same time increase propaganda to people about accident prevention measures during the rainy season, not to park or take shelter under large trees during storms.
