At the meeting, the Department of Agriculture and Environment said that it had issued a Plan to implement the campaign to enrich and clean up the land database of Ho Chi Minh City to fully, promptly and synchronously deploy the contents of Plan No. 515/KH-BCA-BNN-MT, creating a foundation for digital transformation in land management, improving the effectiveness and efficiency of local state management.

Thereby, it is required to review and complete the land database of Ho Chi Minh City, ensuring "correct - sufficient - clean - living - unified - shared", in accordance with the 2-level local government organization model. The City's land database must be connected to the national land database, connected to share the national population database; connected to the tax database, and some key sectors of the City.
The Department of Agriculture and Environment said that it must clearly assign responsibilities, authorities, timeframes, and results, and closely coordinate in implementing tasks. Regularly inspect, monitor, and report on implementation results to promptly resolve any difficulties or problems.
In addition, ensure that 100% of land registration and first-time certificate issuance dossiers under the authority of the Department of Agriculture and Environment must be received and results returned on the Ho Chi Minh City administrative procedure settlement information system in sync with national public services. The return of results must link the digitally signed scan of administrative procedure settlement results to the City One-Stop System.
For records in which the result of administrative procedure settlement is a certificate, after completion, the records will link the scanned copy of the digitally signed certificate to the land database system, and at the same time transfer all paper records to the Land Registration Office (3 regions) by region to update and correct land records according to regulations.
The Department of Agriculture and Environment of Ho Chi Minh City has reviewed and classified over 5 million land plots of 168 communes, wards and special zones into three groups.
The first group, the database has been built and is being used stably, ensuring the criteria of "correct - sufficient - clean - alive".
The second group, the database has been built but the data is incomplete, missing or incorrect in some information fields, it is necessary to continue to do it correctly, fully, supplement and verify information of land users and owners of assets attached to land to ensure accuracy and consistency.
The third group, the database has been built but cannot be exploited and needs to be rebuilt.
