Social Security - Leaving No One Behind

Along with socio-economic development, in recent years, Dak Lak province has focused on implementing well the work of poverty reduction and social security, contributing to improving the material and spiritual life of the people, creating a foundation for local sustainable development.

In recent years, Dak Lak province has issued many specific mechanisms and social security policies to support poor, near-poor and disadvantaged households to access basic social services such as: Support policies on health, education , land, housing, clean water and environmental sanitation, preferential credit loans, vocational training, support for job creation for workers...

Notably, in addition to the general support level of the State, Dak Lak province also supports an additional 30% of the health insurance premium for people in agricultural and fishery households with an average living standard and 10% for students; people in near-poor households according to the near-poor household standards for the period 2022 - 2025 stipulated in Decree No. 07/2021/ND-CP and other documents of competent authorities amending, supplementing or replacing the near-poor household standards applicable for each period are supported with an additional 30% of the premium; Ethnic minorities (EM) living in communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2016 - 2020, but these communes are no longer on the list of communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2021 - 2025 according to the Prime Minister's decision, will receive an additional 15% support...

These are practical policies that have received high consensus from all walks of life, contributing to health care and improving the quality of life of people in poor households, near-poor households, and disadvantaged people...

Ms. H Nia Nie (Tung Krak hamlet, Ea Drong commune) shared: “At the end of 2021, when Ea Drong commune reached the new rural finish line, apart from a few extremely difficult hamlets and villages, people in the remaining hamlets and villages had to buy health insurance themselves. This caused many obstacles for poor households like ours. However, with the policy of supporting health insurance premiums for people in agricultural and fishing households with average living standards, my husband and I had our participation costs reduced significantly."

The land support policy for ethnic minorities living in the province also attracts special attention from the people. Accordingly, ethnic minority villages and hamlets that do not have land for community activities; ethnic minority individuals who are poor households, near-poor households in ethnic minority and mountainous areas that do not have residential land, agricultural land or lack residential land, agricultural land compared to the land allocation limit according to regulations of the Provincial People's Committee... will be supported with residential land, community land, agricultural land depending on each subject.

Implementing the emulation movement "For the poor - No one is left behind", agencies, units, localities, businesses and people of all walks of life in the province have deployed and spread good models and creative ways of doing things, contributing to improving people's lives, reducing the poverty rate in general and the poverty rate among ethnic minorities in particular.

We can mention the way the Provincial Military Command works with the model of building "Military-Civilian Solidarity" projects; the Provincial Police with the model of "Adopted child of commune police", "Godmother"; the model of "Agencies and units helping communes and villages (hamlets) in difficulty and cadres, party members, civil servants and public employees helping poor households". Or the model of "Raising hybrid wild boars, turtles and stingless bees" of Mr. Nguyen Van Cuong's household, Long Binh quarter (Song Cau ward) has risen to become rich with an income of nearly 300 million VND/year and creating jobs for many local workers...

Ea Drong commune officials encourage people to participate in health insurance to receive health care.

Settling down and having a career is the dream of many poor, near-poor and disadvantaged families. Accordingly, the annual housing support program has received attention and mobilized the strength of the whole community. Many houses of gratitude, great solidarity, and union shelters have helped many families have a solid home, work and produce with peace of mind, and improve their lives.

Mr. Quang Van Vu (Ia Lop commune) - one of the policy households receiving financial support to build a house in 2025 shared: “My family moved from Ben Tre to settle here in 2002. When we arrived here, we were supported to build a small house. Over time, the house gradually deteriorated. By the beginning of 2025, with the support of 117 million VND from the State and organizations and units, the family was able to save up to rebuild a spacious and comfortable house."

In addition, many programs to support people in developing production, animal husbandry, vocational training, job creation, etc. have also been implemented and brought about practical results. Up to now, the rural appearance in communes and wards in the province has improved a lot, people's lives have been increasingly improved. The grassroots political system has been consolidated and improved; rural security and religious security have been ensured; the role of the people in implementing national target programs has been increasingly enhanced.

The overall poverty rate and the poverty rate among ethnic minorities in the province have decreased significantly over the years. By the end of 2025, the poverty rate will decrease to 2.08%, and the poverty rate among ethnic minorities will decrease to 10.06%.
