In his opening speech, Prime Minister Pham Minh Chinh emphasized: 2025 is a year of special importance, a year of acceleration, breakthrough, reaching the finish line, and successfully implementing the 5-year socio- economic development plan 2021-2025. The successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025 is very important, realizing the Party's policies and guidelines; demonstrating the good nature of our regime, leaving no one behind.

Prime Minister Pham Minh Chinh said that since the first session, after 2 months, the whole country has completed and handed over more than 44,000 houses and is building more than 34,000 houses. From now until the end of 2025, there are about 240,000 houses to be completed, while the implementation time is very urgent. Therefore, we must focus on implementing the peak period of 350 days and nights to successfully implement the Program in 2025, ensuring progress and quality.
The Prime Minister requested delegates to focus on exchanging and discussing frankly, responsibly, with a focus and key points, assessing the current situation of the Program's implementation in ministries, agencies and localities, where it has done well with valuable experience and good lessons, where it has not done well, and for what reasons; clarifying difficulties and obstacles; key, breakthrough and strong tasks and solutions to ensure the completion of the Program in the spirit of 5 clear points: "clear people, clear work, clear responsibilities, clear time, clear results".

Reporting at the conference, Provincial Party Secretary Nguyen Duc Trung shared that Nghe An is a large area with a large population and a high poverty rate, so in recent years the province has paid great attention to mobilizing resources to eliminate temporary and dilapidated houses for the people. Right from the beginning of 2023, the Nghe An Provincial Party Committee has set a 3-year goal, from 2023 to 2025, to complete the support for the construction and elimination of temporary and dilapidated houses for poor and near-poor households in the province. To implement this program, the Provincial Party Committee has issued a Directive, established a 3-level Steering Committee and mobilized the entire political system to mobilize and mobilize resources for implementation. As a result, Nghe An has completed over 12,000 houses, including over 10,000 new houses and over 2,000 houses repaired for poor and near-poor households with a total budget and mobilized resources of VND843 billion. The province is continuing to promote the mobilization of resources to implement this program under the direction of the Prime Minister.

With the experience gained after 2 years of implementation, Nghe An found that to successfully implement this program, there must be the participation of Party committees. Especially the heads of Party committees at all levels, establishing 3-level Steering Committees, developing specific programs and plans, assigning specific tasks with 5 clear objectives as directed by the Prime Minister and regularly checking and supervising. The implementation process must seek the support of central agencies, localities and enterprises.
On this occasion, Nghe An Provincial Party Secretary Nguyen Duc Trung also respectfully thanked the Ministry of Public Security, the Ministry of National Defense, the provinces of Dong Nai, Hung Yen, Vinh Phuc, Bac Ninh, Ba Ria Vung Tau, Can Tho City, and a number of other localities for their active support and resources to help Nghe An eliminate temporary and dilapidated houses.
Currently, Nghe An has reviewed the number of dilapidated and makeshift houses that need to be completed in 2025. At this time, for poor and near-poor households in need of housing, Nghe An still has more than 5,300 houses, of which nearly 1,100 are under construction. The remaining 4,200 houses have also been identified from sources: socialization, support from the Central Government according to programs and sources from the provincial budget.
In addition, Nghe An also has a program to support the construction and repair of houses for nearly 4,000 families of meritorious people, which is expected to be completed using the central and provincial budgets. The province is determined to complete all houses before August 31, 2025.

In his concluding remarks, Prime Minister Pham Minh Chinh stated that immediately after the first session, the Government, the Vietnam Fatherland Front, ministries, branches and localities focused on implementing the tasks and solutions set out.
Accordingly, the agencies have issued many documents within their authority and completed the Steering Committees at all levels to promote the implementation of the program to eliminate temporary and dilapidated houses nationwide, including the Notice of Conclusion of the First Meeting of the Steering Committee (Notice of Conclusion No. 523 dated November 16, 2024), Official Dispatch No. 117 dated November 18, 2024 of the Prime Minister on continuing to promote the implementation of eliminating temporary and dilapidated houses nationwide; Decision No. 21 dated November 22, 2024 of the Prime Minister on the level of housing support for people with meritorious services to the revolution, relatives of martyrs and the allocation rate of support capital from the central budget, the rate of counterpart capital from the local budget; Decision No. 1623 dated December 21, 2024 of the Prime Minister on completing the members of the Central Steering Committee.
The Central Committee of the Vietnam Fatherland Front has issued a document guiding the local Fatherland Front Committees to respond to the emulation movement; to act as the focal point for receiving support through the "For the Poor" Fund to implement the Program to eliminate temporary and dilapidated houses nationwide. The Ministries of Labor, Invalids and Social Affairs, Home Affairs, and Finance have issued documents guiding the contents and fields assigned to monitor.
All 58 provinces and cities with temporary and dilapidated houses have established provincial-level Steering Committees (Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Vinh Phuc, Ba Ria - Vung Tau reported that they did not establish a Steering Committee because the locality no longer has temporary and dilapidated houses); 50 provinces and cities have issued a Plan to implement the Movement in their localities.
Ministries, central and local agencies have focused on mobilizing resources, organizing effective implementation and achieving many practical results, in which many localities have set goals to reach the finish line earlier than the Central plan.
As a result of the implementation from the first session up to now, ministries, central and local agencies have completed 19/26 tasks under the direction of the Central Steering Committee and the Prime Minister. The "For the Poor" Fund has received over 72.4 billion VND; localities have mobilized over 2.3 trillion VND (of which Nghe An: 843 billion VND; Quang Ngai: 242 billion VND; Thanh Hoa: 220 billion VND).
According to the updated report of the Ministry of Labor, Invalids and Social Affairs, 84,888 apartments have been completed, handed over and are under construction; the whole country still has about 230,000 temporary and dilapidated houses that need to be focused on construction and repair to complete from now until the end of 2025.
The Ministry of National Defense has supported the construction of 9,200 houses, worth 460 billion VND for 5 localities with a large number of temporary and dilapidated houses (including: Quang Tri, Ha Giang, Ha Tinh, Lao Cai and Nghe An); supported the construction of more than 13,100 "Comrade Houses" and "Great Unity Houses". The Ministry of Public Security strives to complete about 1,000 houses for the poor in 14 provinces to celebrate Tet before the Lunar New Year.
Some localities set a target of completing the Program early, such as: Bac Ninh province to complete before February 3, 2025; 07 localities to complete in the second quarter (Lao Cai, Thai Nguyen, Khanh Hoa, Binh Thuan, Kon Tum, Tay Ninh, Long An); 12 localities to complete in the third quarter (Ha Giang, Tuyen Quang, Thai Binh, Nghe An, Quang Binh, Thua Thien Hue, Da Nang, Gia Lai, Tien Giang, Can Tho, Soc Trang, Ca Mau).
On behalf of the Steering Committee, the Prime Minister acknowledged, highly appreciated and commended the Ministry of Labor, Invalids and Social Affairs, the Ministry of National Defense, the Ministry of Public Security, ministries, agencies and localities for proactively and actively implementing the tasks and solutions set out, contributing to the very positive and important initial achievements of the Program. At the same time, he sincerely thanked the Vietnam Fatherland Front, socio-political organizations, people's organizations, agencies in the political system at all levels, the business community and the people of the whole country for truly joining hands, actively responding, and making important contributions to the overall results of the Program.

The Prime Minister stated that the reasons for the results achieved were thanks to the spirit of great national unity, the fine traditions of our nation, which are promoted more strongly in difficult and challenging situations; the correct policies of the Central Committee, the Politburo, the Secretariat, the Party, State, Government, and Prime Minister; the participation of the entire political system and the Vietnam Fatherland Front; the drastic, timely, and effective direction and management of the Steering Committee; the support and active participation of the business community and people of all walks of life; and the proactiveness, positivity, flexibility, and creativity of ministries, agencies, and localities.
In particular, the Prime Minister acknowledged and commended the Ministry of National Defense and the Ministry of Public Security for seriously and proactively carrying out the task of eliminating temporary and dilapidated houses in the spirit of "Our army comes from the people, fights for the people"; "Our police forget themselves for the country, serve the people".
Pointing out a number of shortcomings, limitations, difficulties and problems, the Prime Minister severely criticized: The Ministry of Construction has not yet issued a document guiding the criteria for determining temporary houses, dilapidated houses, urging the statistics of meritorious people who are having difficulty with housing; The Ministry of Finance has not yet issued instructions on the plan to use funds to save 5% of regular budget expenditures in 2024 and allocate career capital in 2025 for the National Target Program on Poverty Reduction; some localities have not been resolute, have not had high responsibility, have not issued an Action Plan (09 localities including: Tuyen Quang, Thai Nguyen, Lai Chau, Hung Yen, Da Nang, Phu Yen, Binh Thuan, Dak Lak, Hau Giang); have not seriously reported and compiled statistics according to regulations.
Implementation in some areas is difficult due to scattered population and difficult transportation, especially in mountainous, remote and isolated areas. Up to now, there are still about 230 thousand temporary and dilapidated houses nationwide. To complete the goal of eliminating temporary and dilapidated houses in 2025, an average of about 700 houses must be completed every day nationwide; on average, each locality must complete 12 houses/day.
Analyzing the causes of existence and limitations, the Prime Minister said that objectively, this is a large program, involving many ministries, agencies, and localities; it must be implemented on a large scale in a short time, with many support objects in difficult areas;
Regarding subjective causes , some relevant legal regulations are not complete and clear, causing difficulties in practical implementation, especially at the local level (district and commune levels). Some ministries and agencies have not yet raised their sense of responsibility and have not yet promptly carried out their tasks within their authority, especially the leaders. Some localities are still mechanical, lacking initiative, creativity and flexibility in organizing and implementing, and still waiting and relying on support resources from the Central Government; have not effectively mobilized the participation of the entire political system, the active participation of people, businesses, armed forces and working days of the People.
Regarding lessons learned, the Prime Minister emphasized that Party committees, authorities and the Fatherland Front at all levels need to promote the spirit of great national solidarity in agencies and localities with the spirit: whoever has something helps, whoever has little helps little, whoever has a lot helps a lot, whoever has property helps property, whoever has money helps money, whoever has merit helps merit; mobilizing the participation of the entire political system, the business community and the people of the whole country, promoting the responsibility of Party committees and leaders in carrying out the task of eliminating temporary and dilapidated houses.
Closely follow the situation, be proactive, flexible, creative, determined, and resolute in implementing tasks and solutions to eliminate temporary and dilapidated houses within authority; regularly urge, inspect, promptly remove difficulties and obstacles, and immediately report and propose issues beyond authority.
Improve the effectiveness of coordination between agencies in the political system; promote the spirit of self-reliance, self-strengthening, self-control, and not waiting or relying on others of localities in implementing the Program. High determination, effort, drastic action, focus, key points, complete each task, do each task properly; assign tasks to ensure "5 clarity: clear people, clear work, clear responsibility, clear time, clear results".

Regarding viewpoints and orientations, the Prime Minister stated that completing the elimination of temporary and dilapidated houses is a particularly important political task that has been clearly demonstrated in the Conclusions, Resolutions, and directions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, towards celebrating major holidays in 2025, expressing gratitude to compatriots and comrades after 80 years of gaining independence and competing to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Party Congress.
Thoroughly implement the motto "Party leads, State manages, Fatherland Front and organizations support, People are the masters". Diversify resources to implement the Program in a comprehensive, widespread, and inclusive direction (from the central budget, local budget, enterprises, organizations, and individuals at home and abroad).
Strengthen information and propaganda work, create motivation and inspiration for everyone to support, share, and join hands in implementing the Program with the spirit of "leaving no one behind". Strengthen inspection, supervision, and urging the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households according to regulations, to avoid exploitation, profiteering, negativity, and waste.
Specifying key tasks and solutions in the coming time, the Prime Minister requested the Minister of Construction to guide the criteria for temporary and dilapidated houses so that localities have a basis for implementation and must report to the Ministry before January 20, 2025 on the data of people with housing difficulties at that time; special cases arising later will continue to be counted according to the criteria and instructions.
The Ministry of Labor, War Invalids and Social Affairs closely monitors, regularly urges and requests localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area; daily updates on the situation and results of program implementation nationwide; note the request for automatic daily updates from the commune level, count down the remaining days and the number of temporary and dilapidated houses that must be completed.
Update and clearly identify local difficulties and problems (especially regarding capital, procedures, land, human resources, material transportation, etc.) to proactively resolve within authority or advise and propose to competent authorities and the Central Steering Committee on issues beyond authority to ensure progress, goals, and requirements.
Timely synthesize and report to competent authorities to commend and reward good practices and typical examples, and consider handling and disciplining cases of slow progress, inactivity, lack of responsibility, indifference, and apathy in performing the task of supporting the elimination of temporary and dilapidated houses.
For provinces and centrally run cities, the Prime Minister requested the Head of the Provincial Steering Committee to focus on directing departments, branches, sectors, Party committees and local authorities to resolutely implement the tasks and solutions set out in the Program, especially in mobilizing resources and resolving difficulties and problems. Localities that have not yet issued a plan to implement the Program are required to seriously review, learn from experience, criticize, discipline and issue it immediately before January 15, 2025.
Regularly monitor and update the implementation results by day, week, month, quarter and from now until the end of the year of each grassroots government level. Request the Standing Agency of the Local Steering Committee to update daily data on the software that the Ministry of Labor, Invalids and Social Affairs has sent to the localities; clearly define the responsibilities of the heads at all levels if they are slow to update the daily report.
Requiring localities to proactively handle and resolve difficulties and problems in their areas according to their authority and promptly report to competent authorities on issues beyond their authority, the Prime Minister noted the following five issues:
Firstly , regarding the difficulties reported by some localities in reviewing housing data, the Heads of the Steering Committees of localities were assigned to direct the district and commune levels to closely coordinate with local police to speed up the review process, synthesize accurate information on the number of houses needing support for local target groups and approve the list of households eligible for support to eliminate temporary and dilapidated houses, ensuring completion in January 2025.
Second, for the number of temporary and dilapidated houses that have arisen, localities are required to mobilize resources to support them in accordance with the Prime Minister's direction in Notice No. 523/TB-VPCP and Official Dispatch No. 117/CD-TTg.
Third, regarding the difficulty in transporting materials for house construction, localities are required to seriously implement the Prime Minister's instructions in Notice No. 523/TB-VPCP and Official Dispatch No. 117/CD-TTg. It is important to be proactive, creative, and flexible, especially mobilizing local forces (youth, militia, socio-political organizations, mass organizations, etc.) and have specific plans, guiding the community to participate in supporting families in need.
Fourth , regarding the difficulty in mobilizing resources to implement the elimination of temporary and dilapidated houses in the area, the Prime Minister requested localities to innovate methods and approaches in the direction of diversifying resources (including resources supported by the central and local governments, mobilized resources, assistance from the community, resources contributed by poor and near-poor households, etc.), and attaching responsibility to the heads.
Fifth , regarding difficulties and problems related to land, localities are required to properly implement the Prime Minister's direction in Notice No. 523/TB-VPCP dated November 16, 2024 and the guidance of the Ministry of Natural Resources and Environment.
The Prime Minister directed the Ministry of Construction to preside over and coordinate with relevant ministries and agencies to guide, urge, and inspect housing support for people with meritorious services (according to Decision No. 21/2024/QD-TTg dated November 22, 2024); provide data on poor and near-poor households in need of housing support (new construction and repair) in 2025 from Project 5 under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, to be completed in January 2025.
The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to urgently submit to the Prime Minister the allocation of public capital for 2025 of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period (Project 5) to support housing for poor and near-poor households in poor districts, to be completed before January 20, 2025. Urgently preside over and coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant agencies to implement the direction of Deputy Prime Minister Ho Duc Phoc on the plan to use the source of saving 5% of regular expenditure in 2024; report to the Prime Minister before January 20, 2025. Exempt income tax for participation in social security programs. Prepare resources in 2025 to report to the Government and Prime Minister on issues under their authority (in January 2025) and report to the National Assembly on issues under their authority.
The State Bank of Vietnam urged credit institutions to transfer support funds to localities and continue to actively participate in support.
The State Capital Management Committee at Enterprises directed state-owned corporations and groups to transfer support funds to localities and continue to actively participate in supporting the implementation of the Program.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and other news agencies and newspapers proactively develop plans and communication and mobilization strategies to strongly spread the movement, create a vibrant competitive atmosphere, and create social consensus for people and businesses to support, share, and join hands to support the Program.
Ministries, agencies, units, organizations and individuals receiving support from localities must urgently transfer funds to the focal point and receiving account number of the provincial Fatherland Front agency provided by the Ministry of Labor, War Invalids and Social Affairs for implementation.
The Prime Minister requested the Central Committee of the Vietnam Fatherland Front to provide guidance on payment and settlement according to regulations for related subjects from the Fund for the Poor in the conclusion notice of the Government Standing Committee (Notice No. 448/TB-VPCP dated October 2, 2024).
Ministries and localities promote proactiveness, carry out tasks within their authority and issue specific instructions.
Affirming that the task of completing the elimination of temporary and dilapidated houses in 2025 is a heavy but glorious task, a noble responsibility of cadres and party members, a sentiment of mutual love and affection coming from the heart, so no matter how heavy it is, it must be done, no matter how difficult or challenging it is, it must be overcome, no matter how complicated it is, it must be handled, no matter how entangled it is, it must be resolved, working with all one's heart, mind and soul with the disadvantaged, the Prime Minister requested the comrades, Ministers, Heads of branches, Secretaries, Chairmen of People's Committees of provinces and centrally-run cities, Party committees and authorities at all levels to promote the spirit of responsibility before the Party, State and People, especially pay attention to focusing on leadership and direction to successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide in 2025.
