The Hanoi People's Committee has just submitted a document to the Hanoi People's Council requesting the issuance of a Resolution approving the investment policy for the project to build a road connecting Gia Binh airport with Hanoi capital under the public-private partnership (PPP) method, Build-Transfer (BT) contract type.

Accordingly, the project is implemented in Thuan An, Phu Dong, Thu Lam, Dong Anh communes (Hanoi); Tu Son ward, Phu Khe ward ( Bac Ninh province). The project is proposed by Mat Troi Group Joint Stock Company.

Project scale includes: The new route is about 7km long, cross-section B=120m. The starting point connects to the route in Bac Ninh province at the location adjacent to the administrative boundary of Bac Ninh province; the end point is at the intersection with Hanoi - Ha Long expressway and Hanoi - Thai Nguyen expressway / Ring Road 3.

The route connecting Gia Binh airport with Hanoi capital has a total investment of 32,970.23 billion VND (illustrative photo).

The section coinciding with the Hanoi - Thai Nguyen Expressway/Ring 3 is about 6.55km long, with investment to expand to ensure B=120m; The starting point connects to Section 1; the end point is at the intersection with the road connecting Tu Lien Bridge (at the intersection area of ​​the Tu Lien Bridge approach road, Ring 3 and Hanoi - Thai Nguyen Expressway).

Branch connecting from Hanoi - Thai Nguyen Expressway/Ring 3 with Tu Lien Bridge approach road: Construct 2 connecting branches to serve the left turn directly from Gia Binh to Tu Lien Bridge and the right turn from Tu Lien Bridge to Gia Binh. The scale of each branch is expected to be 3 lanes with width B=14m; the length of the connecting branch is about 2.5km.

Preliminary total investment: 32,970.23 billion VND, implemented in the 2025-2026 period.

Expected type of PPP project contract: Build - Transfer Contract (BT Contract) payment by land fund.

The preliminary payment method includes 3 research land plots with an area of ​​about 723.3 hectares in Phu Dong and Thuan An communes (Hanoi).

According to the Hanoi People's Committee, the project is aimed at building a route connecting Gia Binh airport with Hanoi capital, creating the shortest and most modern connection axis, opening up new development space to promote socio-economic development; effectively exploiting modern and smart logistics areas, combining e-commerce to meet development requirements; Combined with Gia Binh airport, contributing to reducing the load on Noi Bai airport.

It is expected that the above content will be considered and approved by the Hanoi City People's Council at a thematic session held on September 29.

On September 23, the Standing Committee of the Hanoi People's Council announced that the 26th session of the City People's Council will be held on September 29.
