Many universities that do not offer PhD training have a higher proportion of PhD-qualified lecturers than the standard for higher education institutions. However, for many universities that offer PhD training, this proportion is still low.
According to the Circular promulgating standards for university education institutions of the Ministry of Education and Training, in terms of the ratio of full-time lecturers with doctoral degrees (under standard 2 - lecturers), universities must meet the requirement of "not lower than 20% and from 2030 not lower than 30% for universities that do not train doctors". For universities that train doctors, this ratio must not be lower than 40% and from 2030 not lower than 50%.
To meet university standards, schools must meet the criteria for the proportion of lecturers with doctoral degrees.
According to public information about the permanent teaching staff at universities, it can be seen that most universities that do not train PhDs have a rate of lecturers with PhDs of over 20%, meeting the university education standards in terms of the rate of full-time lecturers with PhDs. Among them, there are schools that reach 44-45% such as Phuong Dong, Thanh Do, Vo Truong Toan.
However, at universities that offer doctoral training, currently, the number of schools with a doctoral degree rate of less than 40% is quite large. If there is no drastic investment policy in training or attracting staff right now, by 2030, it will be very difficult for schools to reach the rate of 50%.
Some schools have a rate of slightly more than 40% such as Foreign Trade, Economics and Law of Ho Chi Minh City, Natural Sciences of Ho Chi Minh City, Hanoi Medical University. Some schools have a rate of more than 50% such as Medicine and Pharmacy of Ho Chi Minh City, Economics of Ho Chi Minh City.
In particular, there are schools with high breakthrough rates such as Hanoi University of Natural Sciences (86.7%), Hanoi University of Social Sciences and Humanities (77.4%), Hanoi University of Technology (73.8%), Hanoi Economics (69.4%), and Viet Duc (67.4%).
