The new draft circular removes the title of teaching assistant (grade III, code V.07.01.23). According to the Ministry of Education and Training, this adjustment comes from the draft Law on Higher Education , which stipulates that a teaching assistant is only a person who performs teaching support tasks and is no longer classified as a teaching officer title.
In addition, the draft also changes the way lecturers' professional titles are called: Instead of being classified as before (grade III lecturer, grade II main lecturer, grade I senior lecturer), now there will only be the names lecturer, main lecturer and senior lecturer.
These adjustments are intended to ensure consistency with the provisions of the Law on Teachers and the Law on Civil Servants (amended).
According to the draft new circular, the standards for basic training and development remain the same as before, with only one change: Instead of requiring "having a training certificate according to the professional title standards of lecturers", the regulation now states "having a training certificate according to the professional standards of lecturers".
Standards on professional competence and expertise
According to the new draft circular, the competency standards of lecturers are regulated at 3 levels: Lecturer, main university lecturer and senior university lecturer.

In which, main university lecturers must meet the following standards:
Preside over the implementation of at least 1 basic-level or higher-level scientific and technological task that has been accepted as successful or higher;
Preside over or participate in compiling at least 1 training book that has been appraised, accepted by the scientific council and put into use in training and fostering at university level or higher, suitable for the industry, major taught or trained and has an international standard ISBN code;
Author of at least 3 scientific articles whose scientific research has been published in scientific journals with international standard code ISSN.
Have the ability to apply information technology and use foreign languages in performing the tasks of a full university lecturer.
University lecturers are eligible to register for promotion to the position of full university lecturer when they meet professional standards; have held the professional title of university lecturer or equivalent for at least 6 years for those with a master's degree; 4 years for those with a doctorate; of which at least 1 year (12 months) must be held the professional title of university lecturer.
Senior university lecturers must meet the following criteria:
Preside over the implementation of at least 2 basic-level science and technology tasks or 1 higher-level science and technology task that has been accepted as passed or higher;
Supervising at least 2 students to be awarded a master's degree or supervising or assisting at least 1 doctoral student (for lecturers teaching majors in the health sciences group, supervising 1 student to successfully defend his/her thesis or residency is counted as supervising 1 student to be awarded a master's degree;
For lecturers teaching art majors, the main or secondary supervision of a PhD student can be replaced by a research or creative work that has won a prestigious award at home and abroad;
For lecturers who do not participate in guiding master's theses or doctoral theses, the number of accepted scientific research topics must be twice the number of scientific research topics);
Preside over the compilation of at least 1 training book that has been appraised, accepted and put into use by the scientific council in training and fostering from university level or higher, suitable for the industry, major of teaching or training, with an international standard ISBN code;
Author of at least 6 scientific articles whose scientific research has been published in scientific journals with international standard code ISSN.
A full-time university lecturer is eligible to apply for promotion to the position of senior university lecturer when meeting professional standards; must have held the professional title of full-time university lecturer or equivalent for at least 4 years; of which at least 1 year (12 months) must be held the professional title of full-time university lecturer.
