The Russian Defense Ministry said Ukraine used U.S.-supplied ATACMS missiles equipped with cluster munitions to carry out the attack. Four missiles were shot down by Russian air defenses, but another was deflected and exploded in mid-air.
Video posted on social media showed people injured by rocket debris being carried off the beach on stretchers. Many were wearing swimsuits as they left the danger zone.
One of the victims was the daughter of the Deputy Mayor of Magadan, Oleg Averyanov. His daughter, nine-year-old Sofia, was on holiday with her parents in Sevastopol.
Governor Razvozhayev said that at the time of the attack, many people were on their way home from work or had gone to the beach with their children, and there were no sirens before the attack.
The Russian Defense Ministry said it would not ignore the action and that responsibility lay with Washington. Kremlin spokesman Dmitry Peskov said Russian President Vladimir Putin was in constant contact with the authorities in Sevastopol to provide the necessary assistance to the victims.
Since the fighting broke out in Ukraine, Crimea has been repeatedly attacked by Ukrainian forces. Kiev has said the attacks on Crimea are part of its strategy to isolate the peninsula and make it difficult for Russia to maintain military operations on Ukrainian territory.
Before Russia's 2022 invasion of Ukraine, Sevastopol was a popular tourist destination for Russians, and even after fighting broke out, many Russians continued to visit the coastal city despite the dangers.
