On the morning of October 16, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held a conference on press work for its affiliated press agencies.
This is the first meeting after the merger, aiming to strengthen unified leadership and direction and improve the operational efficiency of press agencies under the Central Committee of the Vietnam Fatherland Front.
Ms. Ha Thi Nga, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front chaired the meeting.
Arrange and streamline press agencies to operate effectively and efficiently.
The report on the results of the work in the past 8 months and the directions and tasks for the last months of 2025 for the press agencies under the Standing Committee of the Central Committee of the Vietnam Fatherland Front shows that the Standing Committee of the Central Committee of the Vietnam Fatherland Front has promptly issued important decisions, establishing 7 more affiliated public service units which are press agencies, including the Vietnam Veterans Newspaper, Labor Newspaper, Today's Rural Newspaper, Vietnam Women's Newspaper, Tien Phong Newspaper, Thanh Nien Newspaper, Thieu Nien Tien Phong and Nhi Dong Newspaper.
This addition is a major change, increasing the total number of press agencies of the Front from only the Great Unity Newspaper to 8 agencies. The expansion of scale, diversification of objects and propaganda content has contributed to further promoting the role of member organizations in the great unity bloc.
Press agencies have the function of advising and assisting the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the governing socio -political organizations; at the same time, they are specialized and professional agencies on the work of the Front, socio-political organizations and coordinate and guide professional work of mass organizations.
In the first eight months of 2025, the content and propaganda work of press agencies has shown initiative, innovation and effectiveness. Newspapers have not only fulfilled their political tasks well, but also flexibly transformed to adapt to modern media trends, especially in taking advantage of digital platforms to reach a wide audience, spread messages, and make an important contribution to strengthening national solidarity and promoting the country's development.
Advertising and distribution work of press agencies continues to be implemented. Press agencies have made many efforts and solutions to adapt, maintain and develop revenue sources; synchronously and seriously deploy the arrangement and streamlining of the apparatus, proactively and seriously implement Resolution No. 18-NQ/TW of the 12th Party Central Committee on continuing to innovate and arrange the apparatus of the political system to be streamlined, effective and efficient.
This process includes merging, dissolving, restructuring departments/divisions/units, streamlining staff and rearranging personnel to ensure effective and efficient operations. Specifically as follows:
The Dai Doan Ket Newspaper's personnel structure includes an Editor-in-Chief, 3 Deputy Editors-in-Chief, 50 officials, and 69 employees. The affiliated apparatus includes specialized Departments (Editorial Secretary, Digital Content, Front, Current Affairs-Politics, Supervision-Review, Economics , Culture-Society, International, Finance-Planning), Office and Media Center, along with many representative offices and resident reporters in localities nationwide. The Newspaper has completed the Editorial Board and rearranged the apparatus and personnel to manage the departments according to Decision No. 547/QD-MTTW-BTT dated June 27, 2025.
Lao Dong Newspaper has 20 staff in 13 units in Hanoi and 7 units in the regions; has reorganized the apparatus, stopped and reduced the activities of 2 departments and 5 offices.
Thanh Nien Newspaper has 372 officials and employees (138 female), along with 87 collaborators. The Editorial Board consists of 8 people (1 Editor-in-Chief, 3 Deputy Editors-in-Chief, 4 Editorial Board members); has been streamlined from 25 units to 19 affiliated units through merger, dissolution and restructuring. The Newspaper has also resolved the wishes of 40 officials and employees who wish to retire early.
Vietnam Women's Newspaper has its headquarters in Hanoi and 1 representative office in Ho Chi Minh City. The Newspaper's leadership currently includes 1 Deputy Editor-in-Chief, 1 Deputy Editor-in-Chief; the Editor-in-Chief position is currently vacant. The Newspaper has 9 specialized departments, 1 representative office, with a total of 60 officers, civil servants and employees.
The Young Pioneer and Children Newspaper has a total of 171 staff members, reporters, and workers. The Editorial Board consists of 1 Editor-in-Chief, 3 Deputy Editors-in-Chief, and 2 members; the organizational structure has been streamlined from 13 departments/divisions to 8 departments/divisions (a 39% reduction) through mergers and name changes. The number of Department/Division Head positions has been reduced by 50% (from 8 to 4), while the number of Deputy Department/Division Head positions has been increased by 17% (from 17 to 21) to ensure operational work.
Tien Phong Newspaper currently has 1 Editor-in-Chief and 1 Deputy Editor-in-Chief. The Editorial Board has only 2 members, of which the Deputy Editor-in-Chief will retire on November 1, 2025, causing difficulties in management. The structure includes 11 internal departments and 7 representative offices.
Today's Rural Newspaper has 175 staff, civil servants, and workers; 12 departments, offices, and units (4 representative offices). The leadership includes 1 Editor-in-Chief and 4 Deputy Editors-in-Chief. The newspaper merged with New Rural Magazine and reduced the number of departments and offices from 22 to 12, and the number of employees from 186 to 175 people.
Vietnam Veterans Newspaper has only 1 Deputy Editor-in-Chief in charge, the Editor-in-Chief position is vacant. The structure includes 3 internal departments and 1 Representative Office in Ho Chi Minh City.
Deploying solutions to meet the requirements of information and propaganda work in the new situation
At the meeting, delegates focused on discussing and giving opinions on activities in the first 8 months of 2025; pointed out difficulties and proposed solutions.
According to many delegates, the biggest difficulty at present is that some press agencies still lack and have shortcomings in the leadership of the Editorial Board. Although political tasks are guaranteed, many newspapers still face significant difficulties in achieving economic targets, especially in advertising and print newspaper distribution. The next difficulty is in arranging and assigning redundant personnel. Despite efforts to streamline, job transfer for redundant personnel, especially those from the print newspaper sector (distribution, design, publishing), faces many challenges because they find it difficult to transition to new positions requiring digital skills. This affects the quality and efficiency of work. Most newspapers have recorded a sharp decline in revenue and print newspaper circulation.
This is a common trend because many agents and newsstands stop operating when printed newspapers no longer provide a source of income. Although online newspapers have a large number of readers and interactions, generating revenue from automatic advertising on online newspapers is still very limited due to the free newspaper reading mechanism and copyright infringement. Investment costs for digital transformation and multimedia product development are increasing while revenue is not commensurate.
The reorganization, streamlining of the organizational apparatus, merging of administrative boundaries and changing the 2-level local government model have affected the psychology of partners and customers, especially units with capital from the budget or State agencies. This makes it difficult to reconnect the issuing points...
In the coming time, to complete the tasks from now until the end of the year, the Standing Committee of the Central Committee of the Vietnam Fatherland Front requests that its affiliated press agencies thoroughly grasp the principles and purposes of operation in accordance with the provisions of the Press Law and related legal documents, and at the same time closely follow the functions and tasks of the Vietnam Fatherland Front and its member organizations.
The role of the press is to be a bridge between the Party, the State and the people; a forum for people to express their thoughts and aspirations; a sharp tool to fight against corruption and negativity, and to protect the Party's ideological foundation. For the Vietnam Fatherland Front, the press is also an extension, the voice of the great national unity bloc, reflecting the Front's activities from the central to local levels.
Press agencies focus on propagating important political events of the country, major holidays, historical events of the Party and the Vietnam Fatherland Front; promote propaganda of Resolutions and Directives of the Party, policies and laws of the State directly related to people's lives.
Diversify forms of information transmission, apply modern technology, develop multimedia journalism products such as infographics, photo reports, videos, livestreams on digital platforms and social networks to reach a wide range of readers, union members, especially the young generation. Enhance the attractiveness, vividness, and ease of understanding of information, report accurately, objectively and promptly. Proactively and promptly fight and refute erroneous and hostile viewpoints, and protect the Party's ideological foundation.
At the same time, press agencies seriously implement the conclusions and directions of the Party Central Committee, the Politburo and the Party Central Committee Secretariat on continuing to implement Resolution No. 18-NQ/TW, streamlining the organization, functions, tasks and job positions.
Continue to improve the professional qualifications, skills, political qualities, and professional ethics of the staff, reporters, and editors to meet the increasingly high requirements of information and propaganda work in the new situation. Quickly review, supplement, and perfect the missing key leadership positions in the Editorial Board to ensure smooth and effective leadership and management; develop, supplement, and adjust the agency's regulations and rules to suit the new organizational structure, functions, and tasks.
Continue to review, amend and supplement mechanisms and policies for cadres working for the Front; deploy solutions to ensure information security, system administration, asset and facility management; promote digital transformation in internal affairs to improve operational efficiency; focus on finding and diversifying advertising, communication and publishing sources to increase revenue, serve political tasks, and strive to complete the set economic targets.../.
