Conference to collect youth opinions on a number of draft laws submitted to the National Assembly at the 10th Session

On the afternoon of October 7, at the headquarters of the National Assembly agencies (22 Hung Vuong, Hanoi), the National Assembly Youth Union coordinated with the Youth Union of Hanoi National University to organize a conference to collect youth opinions on the draft Law on Higher Education (amended) and the draft Law on Drug Prevention and Control (amended).

The conference was held in both in-person and online formats.

Speaking at the opening of the conference, Secretary of the National Assembly Youth Union Nguyen Thi Kim Anh stated that the responsibilities of union members and young people participating in research and giving opinions on state policies and laws have been clearly stipulated in relevant laws.

Specifically, in the Law on the Vietnam Fatherland Front , as a member of the Front, the Youth Union is responsible for "social criticism - expressing opinions and recommendations on draft legal documents of state agencies". Article 13 of the 2020 Youth Law clearly stipulates the responsibility of youth, which is to "proactively propose ideas and initiatives in the process of formulating policies and laws". Thus, the law clearly stipulates the responsibility of youth in contributing opinions and participating in formulating policies and laws of state agencies before promulgation.

With that responsibility, promoting the spirit of vanguard, initiative and creativity of the youth, the National Assembly Youth Union and the Hanoi National University Youth Union jointly organized a conference to collect youth opinions on two draft laws that will be commented on and approved by the National Assembly at the 10th Session, namely the draft Law on Higher Education (amended) and the draft Law on Drug Prevention and Control (amended).

“These are draft laws that are directly, closely, and closely related to the lives, studies, and work of young people. The conference is a forum for union members and young people of all units to promote their intelligence, youthfulness, role, and responsibility in legislative work,” the Secretary of the National Assembly Youth Union emphasized.

The Secretary of the National Assembly Youth Union suggested that union members and young people who are civil servants working at the agencies of the National Assembly, the Office of the National Assembly and the State Audit, as well as union members and young people who are lecturers and students of universities, promote their knowledge, professional qualifications, practical work experience, contribute their efforts, intelligence, and comments on each policy, article and clause in the draft laws, in order to overcome practical shortcomings and limitations, contribute to the construction and completion, and bring the draft laws into life soon.

At the Conference, the opinions of union members and young people basically agreed on the comprehensive revision of the Law on Higher Education to fully institutionalize the major policies of the Party and Government in recent years; create a legal basis to remove difficulties and obstacles in the implementation of the current Law; overcome limitations in training quality, university governance, autonomy, finance, digital transformation and international cooperation.

Some opinions expressed interest in opportunities for learning, starting a business and developing high-quality human resources for the country and said that it is necessary to add a provision on the “student startup ecosystem” in universities. Each school should have a startup support center, a business advisory network and a creative space for students to try out new ideas.

Agreeing with the promulgation of the Law on Drug Prevention and Control (amended), opinions suggested adding provisions in the draft law on the application of science, technology and digital transformation in drug prevention and control to support management, detection and monitoring, and improve the capacity of specialized forces on drug prevention and control. In addition, policies should be added to improve the effectiveness of management, forecasting and responding to illegal acts related to drugs. At the same time, families, schools and Youth Union organizations need to closely coordinate in propaganda and education for the younger generation about the harmful effects of drugs; help drug addicts reintegrate into the community; and prevent relapse.
