The Ho Chi Minh City Department of Construction has a document reporting to the Ho Chi Minh City People's Committee on component project 1 of the Ho Chi Minh City Ring Road 3 project, related to Tuoi Tre Online 's reflection on the road at the beginning of the bridge, branch A, HLD intersection (intersection with the Ho Chi Minh City - Long Thanh Expressway) belonging to the XL1 package of component project 1 of the Ho Chi Minh City Ring Road 3.
The Traffic Department has not yet fully reported the incident that Tuoi Tre newspaper mentioned to the specialized department.
According to the Ho Chi Minh City Department of Construction, the Ho Chi Minh City Ring Road 3 project is an important national project, a key project of Ho Chi Minh City. In recent times, the Government, the Prime Minister and the Ho Chi Minh City People's Committee have paid great attention, regularly inspected the site, organized meetings to review and evaluate the progress, promptly directed the removal of difficulties and obstacles related to the project, ensuring the required progress.
The progress milestones are as follows: On December 19, 2025, 14.7km of the overpass through the old Thu Duc City will be opened to traffic and 32.6km of the above expressway through Cu Chi, Hoc Mon, and the old Binh Chanh will be opened to technical traffic. By April 30, 2026, 47.3km of the entire expressway will be opened to traffic and the entire component project 1 will be opened to traffic on June 30, 2026.
With the above importance and urgency, the Department of Construction of Ho Chi Minh City has proactively organized regular meetings, inspected the site and guided the investor, advised the People's Committee of Ho Chi Minh City to direct and promptly handle the difficulties and problems of the project.
However, during the implementation process recently, the Traffic Department has not fully and clearly reported the contents as reflected by Tuoi Tre Online newspaper.
Regarding the above issue, according to the Department of Construction of Ho Chi Minh City, the Management Board of Investment and Construction of Traffic Works (Traffic Board) proposed to adjust the design solution for the reinforced earth retaining wall item at the roadhead of the project component 1.
The Ho Chi Minh City Department of Construction and related units have organized an on-site inspection and requested the Traffic Department to clarify a number of related contents to have a basis for consideration and reporting to the Ho Chi Minh City People's Committee.
By October 15, 2025, the Traffic Department had issued an official dispatch reporting on solutions to change the design of some road locations at the bridgehead, but had not yet fully supplemented the documents as required by the Department of Construction.
Based on the above analysis, the Department of Construction recommends that the Ho Chi Minh City People's Committee assign the Traffic Department to have a definitive solution to the content raised by Tuoi Tre Online newspaper, without affecting the progress and quality of the project. The results of the handling will be reported to the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Construction.
For the bridgehead road design solution, the Traffic Department will supplement the complete documents and report in detail each design solution to the Ho Chi Minh City Department of Construction to report to the Ho Chi Minh City People's Committee for consideration and decision.

During the construction of the bridgehead road structure, the parties noted that there was a local subsidence phenomenon and the phenomenon of the earth retaining wall with reinforced soil being displaced.
Immediately after that, the relevant parties stopped all construction activities related to the structure of branch A. The contractor dismantled the structure behind the bridge abutment to minimize the impact on neighboring structures and waited for the investor to consider continuing.
This incident has been going on for many months and construction will only resume in this area when the Traffic Department's proposed design change is approved.
From the above discovery, Tuoi Tre Online reporter sent a question to the Traffic Department. Thereby, the Traffic Department stated that the cause was due to many compacting machines running at the same time (too large load), causing the bridge head retaining wall to warp and shift.
As soon as discovered, the Traffic Department requested to stop construction, calculate load reduction, report and submit to the City a design adjustment plan.
