
At the meeting with typical businesses and entrepreneurs on the occasion of the 21st anniversary of Vietnam Entrepreneurs' Day 2025, which took place on October 10, provincial leaders presented flowers to congratulate business associations in the province and in Hanoi and the Southern region.
Nearly 30 years of "steering" businesses through big waves
When mentioning Ha Tinh Industrial Development, Construction and Trade Joint Stock Company (HAINDECO), many people immediately think of one of the typical enterprises that has made great contributions to the local economy , but few people know that there was a time when the company seemed unable to overcome the abyss. Mr. Le Duc Thang - Chairman of the Board of Directors and General Director of the company was the one who "shouldered" the enterprise through difficult days with will, talent and strategic vision.

After 4 years of international duty in Laos and more than 2 years of studying at Nghe Tinh School of Economics and Finance, in 1988, Mr. Thang was accepted as a construction accountant for Hoang Thi Loan Knitting Factory (Nghe Tinh province).
In 1991, when Ha Tinh province was re-established, he was accepted to work as an accountant at the General Production and Trading Company (under the Ha Tinh Provincial Party Committee Office) - the predecessor of today's HAINDECO. At that time, the company was established with the function and task of making the Party's budget with the main business lines being the production of construction materials, transportation of PMD goods and overhaul of cars and motorbikes. In 1992, the company was renamed Ha Tinh Industrial Development Company - under the Ha Tinh Department of Industry (now the Department of Industry and Trade).
With his capacity and prestige, in 1997, Mr. Le Duc Thang was appointed as Deputy Director of the company and in 2001 was entrusted with the responsibility of Director. From July 2003 to present, he is Chairman of the Board of Directors and General Director of the company.

Mr. Le Duc Thang - Chairman of the Board of Directors and General Director of HAINDECO recalls: “In the beginning, the company faced countless difficulties. However, the company's leadership boldly made long-term strategic decisions, focusing on mobilizing resources to expand its field of operation. In addition to constructing traffic, irrigation, civil and industrial works, the company also developed the restaurant and hotel service business. Thanks to the right orientation, by 1995, HAINDECO was upgraded from a class IV state-owned enterprise to a class II one. Two years later, the company continued to mark a new development step when it was licensed by the Ministry of Labor, Invalids and Social Affairs to operate in the field of labor export.”
The turning point came in June 2003, when Director Le Duc Thang boldly advised the conversion of the enterprise to a joint stock model, in which the State holds 51% of the capital, under the name of Ha Tinh Industrial Development, Construction and Trade Joint Stock Company. This is one of the earliest joint stock enterprises in Ha Tinh, demonstrating the innovative thinking and foresight of the leader.

In 2009 – while many businesses were still expecting support from state capital, Mr. Thang continued to create a big push by proposing to divest all state capital from the enterprise. It was this boldness and autonomous thinking that opened up a “big road”, leading the company to develop in many fields such as: mining and processing of construction stone, construction, labor export, service business... with revenue of hundreds of billions of VND/year, creating jobs for hundreds of workers, contributing greatly to the provincial budget.



“Divestment is a turning point decision, unleashing internal strength and helping businesses operate in accordance with market mechanisms. From here, we have the conditions to invest in modern technology, train human resources, and make a breakthrough in the market,” Mr. Thang shared.
After nearly 30 years, under the steady "steering" of businessman Le Duc Thang, the enterprise is not only a symbol of private economic success in Ha Tinh, but also a typical example of active companionship with the province in social security, charity and community development programs.
In recognition of its outstanding achievements, HAINDECO was honored to be awarded the Third Class Labor Medal, Second Class and First Class Medals by the President twice; Director Le Duc Thang was awarded the Second Class Labor Medal.

The "conductor" of the Ha Tinh business community
With more than three decades of business experience, businessman Le Duc Thang has not only written a story of spectacular revival and development for the company but also laid solid foundations to elevate the position of Ha Tinh enterprises on the national economic map. He is the one who connects and leads the business community of the province as Chairman of the Ha Tinh Business Association for the 2020-2025 term.

Taking on the task at the right time when the COVID-19 pandemic broke out - a "stormy" period of the global economy, Mr. Thang and the Executive Committee quickly consolidated the association's organization and began to realize the goal: "Building a strong association, becoming an effective bridge between businesses and the government".
In the context of the world and domestic economy struggling due to the pandemic, inflation, fluctuating raw material prices, supply chain disruptions, etc., Mr. Thang has played the role of a "beat keeper", proactively grasping the difficulties of member businesses, reflecting them to the authorities for timely solutions. Thereby, contributing to the promulgation of many practical support policies on: tax, credit, land, science and technology, innovation, startups, etc., creating momentum for businesses to overcome difficulties and develop.

Under the leadership of Mr. Le Duc Thang, the association has done something "unprecedented" - connecting and perfecting 13 business associations at the district, town and city levels (old), at the same time developing the Southern Ha Tinh Business Association, creating a strong network of connections between businessmen, promoting trade, investment and accompanying the development of the homeland.
Up to now, the business community of Ha Tinh has had strong growth: From about 9,400 enterprises (in 2020) to more than 13,000 enterprises (in 2025), contributing 60% of GRDP, 65% of budget revenue and 50% of total investment capital of the whole province, creating jobs for over 80% of the workforce, the Business Association contributed more than 40 billion VND to social security...
The “telling” numbers in the past term not only show the province’s reform efforts, but also clearly demonstrate the coordinating, connecting and leading role of the Provincial Business Association – with Mr. Le Duc Thang as the dedicated “conductor”.




Implementing the 2-level local government model, Mr. Le Duc Thang proactively proposed that the province and local authorities establish commune and ward-level business associations - a flexible and practical step, helping to maintain the "connection" between businesses and the government, between businesses and businesses. Up to now, 1/3 of communes and wards have established grassroots business association mobilization committees and organized congresses to establish business associations. The provincial association continues to actively participate in expanding this network - contributing to creating an environment of companionship, sharing, and supporting businesses to develop sustainably.
With the role of an experienced business “captain” on one side and a flexible “conductor” who is closely familiar with business practices on the other side, businessman Le Duc Thang has been writing an inspiring story about will, acumen and responsibility. Not only “steering” his business through the storms, he is also contributing to creating a dynamic, creative, cohesive business community in Ha Tinh with an increasingly solid position in the integrated economy.
