“Roll out the red carpet” for business development
In recent years, Quang Ninh province has not only created favorable conditions, but also proactively oriented and issued support policies, creating a solid "support" for businesses and entrepreneurs to develop and affirm their role in the economy . The Provincial People's Council issued Resolution 155/NQ-HDND (dated July 12, 2023) on a number of key solutions to support businesses, cooperatives, and business households to improve operational efficiency and sustainable development until 2025; The Provincial People's Committee issued plans to support small and medium enterprises in Quang Ninh province for the period 2024-2026.
The plans have contributed to the sustainable development of private enterprises, collective economy and cooperatives, ensuring a close and harmonious combination between economic efficiency and social responsibility, contributing to the completion of the province's sustainable development goals by 2030.
The province has consistently pursued the policy of accompanying businesses, taking the success of businesses as a measure of management effectiveness. Quang Ninh's startup and innovation ecosystem is also increasingly flourishing. Startup centers have been formed, and many programs to support research and application of science and technology in production have been implemented.

Notably, the 7th National Innovation and Startup Forum - Quang Ninh 2025 held last September contributed to affirming the province's determination in concretizing Resolution No. 57, Resolution No. 68 of the Politburo, and the Government's resolutions on breakthroughs in science and technology development, innovation and national digital transformation.
Ms. Nguyen Le Hoang Anh, Sales Director of Huy Hoang Production and Business Cooperative said: The forum created an opportunity for our businesses to discuss, share, and update global trends in innovative startups, AI and e-commerce applications, digital transformation, and seek breakthrough solutions to attract and utilize global resources, and build a strong local startup ecosystem.
2025 is the final year of the term, and also the starting point for the goals and tasks of the new term with the orientation of building Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030.
Therefore, the province has immediately focused on key tasks, striving to achieve a minimum annual growth rate of 12.5% according to the Government's resolution and 14% according to the province's direction. Departments, branches and localities are required to continue to proactively implement support measures according to their authority and regulations; propose mechanisms and policies to promptly support people and businesses; resolutely and effectively implement the resolution on promoting administrative reform, improving the investment and business environment, and enhancing competitiveness.
Businesses grow
In the first 9 months of 2025, the whole province had nearly 3,000 newly established enterprises and affiliated units, with registered capital reaching 18,323.6 billion VND, an increase of 41.6% over the same period in 2024. It is noted that most of the operating enterprises have had significant growth in revenue and contributed positively to the state budget revenue, with total revenue in the first 8 months reaching over 47,000 billion VND, equal to 85% of the central government's annual estimate, equal to 82% of the provincial budget, an increase of 26% over the same period.
To achieve such impressive results, in addition to the close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the efforts of the entire government system, it is impossible not to mention the important role of the business community and entrepreneurs - those who are tirelessly contributing their intelligence, resources and enthusiasm to the continuous development of Quang Ninh.
Many businesses have been igniting the passion for research and innovation, inspiring the love of science in the community. With research and projects that bring practical results, they have become inspirational people, arousing a strong spirit of innovation in all aspects of life, contributing to the sustainable development of the province.
Mr. Dinh Van Giang, Director of Tri Dat Mechanical Science and Technology Company Limited (Hiep Hoa Ward) is affectionately called by many people as "The King of Inventions". With the desire to help people improve agricultural and forestry production, Mr. Giang invented and developed many types of machinery, such as multi-purpose animal feed processing machines, mixers, pellet presses, pond diggers, stone crushers, etc. His products quickly spread throughout the province and the whole country, receiving the trust of people and agricultural support programs in remote areas.
Mr. Giang said: Through the process of inventing and improving many practical machines, effectively applying them to production life, I am very conscious of improving the quality of my products. Each machine product manufactured at my facility has high precision, synchronous equipment, so it is durable and very fuel-efficient, ensuring safety during operation. After many years of effort, in 2019 my company was recognized as a science and technology enterprise.
Certainly, the spirit of constant innovation and creativity of the business community and entrepreneurs will help Quang Ninh gradually affirm its position as a bright spot in the country's economic development.
