According to the special correspondent of the Vietnam News Agency, within the framework of the State visit of General Secretary To Lam and the high-ranking Vietnamese delegation to the Democratic People's Republic of Korea and to attend the ceremony to celebrate the 80th anniversary of the founding of the Workers' Party of Korea (October 10, 1945 - October 10, 2025), on October 10 in the capital Pyongyang, General Secretary To Lam met with Chairman of the United Russia Party, Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev.
At the meeting, General Secretary To Lam and Mr. Dmitry Medvedev emphasized that the two Parties, two countries and two peoples always attach importance to the traditional friendship and the Comprehensive Strategic Partnership between Vietnam and the Russian Federation. General Secretary To Lam conveyed his warm regards to Russian President Vladimir Putin and senior Russian leaders; thanked Russia for sending a delegation to attend the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
Mr. Medvedev conveyed President Putin's regards to General Secretary To Lam and key leaders of Vietnam; conveyed the regards of the Russian Government and people to the Vietnamese people; and shared the losses and damages caused by storms and floods.
General Secretary To Lam affirmed that the Communist Party of Vietnam always attaches importance to the cooperative relationship with the United Russia Party, considering it a foundation for enhancing political trust and promoting bilateral cooperation; emphasizing that Vietnam consistently regards Russia as an important strategic partner, wishing to expand cooperation with Russia in key areas such as politics, security-defense, energy-oil and gas, science-technology, education-training, culture-humanities. The two sides agreed to continue promoting the cooperation channel between the Communist Party of Vietnam and the United Russia Party, welcoming exchanges between the two parties' young generations and cooperation between the Ho Chi Minh National Academy of Politics and the United Russia Party School.
Mr. Medvedev congratulated Vietnam on its impressive achievements after 80 years of building and developing the country. On behalf of the United Russia Party, Mr. Madvedev wished Vietnam a successful organization of the 14th National Party Congress, creating an important foundation for Vietnam to achieve greater victories, steadily moving forward on the path of successfully building a strong, democratic, equitable, civilized, prosperous and happy socialist Vietnam, actively contributing to peace, cooperation and development in the region and the world.

The two leaders were pleased to note that, based on recent meetings between high-ranking leaders of the two countries, the two sides are actively implementing agreements and commitments to cooperation in various fields; agreed to continue to strengthen political trust, increase delegation exchanges at all levels, especially at the high level; effectively implement the Master Plan on Vietnam-Russia cooperation until 2030 and agreements reached in recent times; promote economic-trade and investment cooperation; remove barriers and further open markets for each other's export products; continue to create conditions for businesses of the two countries to strengthen cooperation in areas such as oil and gas-energy, science and technology; strengthen security and defense cooperation; expand local cooperation and transportation; Improve the effectiveness of cooperation in education and training, health care, culture, sports, and tourism; create favorable conditions for people of the two countries to visit each other; promote cooperation in energy, oil and gas, and nuclear power; and promote labor cooperation, including agricultural labor.
The two sides also discussed a number of regional and international issues of mutual concern, highlighting the role of the United Nations, the Asia-Pacific Economic Cooperation Forum (APEC), and the Association of Southeast Asian Nations (ASEAN).
On this occasion, on behalf of key Vietnamese leaders, General Secretary To Lam respectfully invited President Putin and Mr. Medvedev to soon visit Vietnam again./.
