During the 2025-2030 term, the Government Party Committee determined to build an honest, active, self-reliant, self-confident, and development-creating Government, determined to make breakthroughs and successfully implement the country's development goals in a new era of prosperity, civilization, happiness, and steady progress.

The general goal is to maintain a peaceful environment; develop the economy rapidly and sustainably; strive to become a developing country with modern industry and high average income by 2030, among the top 30 economies with the largest GDP in the world, and rise to third in the ASEAN bloc...

Enhance Vietnam's position and reputation

At the press conference on the preparation and organization of the 1st Government Party Congress, term 2025 - 2030, on the morning of October 9, Minister and Head of the Government Office Tran Van Son, the Government spokesman, said that this is the first congress of the Government Party Committee under the new organizational model.

The Congress takes place in the context that the entire Party, people and army are striving and determined to successfully complete the socio-economic development goals for 2025 and the 2021-2025 term; competing to achieve achievements to welcome the 14th National Congress of the Party.

Regarding the results of the Party Congresses at all levels under the Government Party Committee, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, the Government Party Committee has led and directed its subordinate Party Committees to successfully organize Party Congresses at all levels and congresses of 51 subordinate Party Committees for the 2025-2030 term, ensuring progress as required.

During the 2020-2025 term, the Government Party Committee has closely followed the Party's guidelines and policies, strictly implemented the leadership and direction of the Politburo, the Secretariat, and regularly and directly led by General Secretary Nguyen Phu Trong and General Secretary To Lam in synchronously and effectively implementing 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and achieved many achievements.

The Party Committee has shown solidarity, courage, leadership, and determination to strive to achieve the highest socio-economic development goals and tasks for the 2021-2025 period, expected to achieve and exceed 22/26 main targets; especially completing all social targets.

In particular, in the 2 years (2024 - 2025), the Government Party Committee has resolutely and effectively implemented many historic decisions of the Party and State. Notably, the "revolution" in the arrangement and consolidation of the organizational apparatus continues to be vigorously implemented, with strong leadership and direction of innovation in awareness and approach, with many breakthroughs; reviewing and eliminating overlaps, irrationalities, and inconsistencies in the legal system; promoting reform, cutting administrative procedures, strengthening decentralization and delegation of power; resolving and removing difficulties and obstacles for long-standing projects.

Along with that, the whole country has accelerated the construction of a synchronous and modern infrastructure system, especially highways, high-speed railways, urban railways, promoted the early construction of nuclear power plants; developed the private economy, science and technology, innovation and digital transformation; completed the elimination of temporary and dilapidated houses 5 years ahead of schedule; strengthened the trust of people and businesses.

According to the Government Party Committee's report, the above results have contributed to enhancing Vietnam's position and prestige in the international arena.

Along with that, the Party building work in terms of politics, ideology and ethics in the 2021-2025 term has also been promoted and innovated by the Government Party Committee. The work of protecting the Party's ideological foundation has been strengthened and made many breakthroughs.

The inspection and supervision work of Party committees and organizations at all levels has been promoted and has had many positive changes. The work of preventing and combating corruption, waste and negativity has been directed and implemented resolutely and comprehensively. The consolidation and arrangement of Party organizations in units implementing the policy of restructuring the apparatus, splitting, merging, consolidating and receiving has been carried out urgently, promptly and effectively.

Leading role model in innovation and digital transformation

Referring to the main contents of the preparation and organization of the 1st Government Party Congress, term 2025 - 2030, Minister and Head of the Government Office Tran Van Son said that the congress will be held for 2 days, from October 12 to 13, 2025 at the National Convention Center, No. 57 Pham Hung Street, Tu Liem Ward, Hanoi Capital.

With the theme "Building a clean and strong Government Party; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, becoming rich, prosperous, civilized, and happy," the congress determined the motto as "Solidarity, discipline - Democracy, innovation - Breakthrough development - Close to the people."

The congress was attended by 453 delegates (including 60 ex-officio delegates, 157 officially appointed delegates and 236 elected delegates), representing over 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee.

There are expected to be about 120 guest delegates. The Government Party Committee respectfully invites General Secretary To Lam to attend and give a speech at the Congress; key leaders, Politburo members, Secretariat members; leaders and former leaders of the Party and State; former leaders of the Government; leaders of Central Committees and agencies...

Regarding the congress preparation work, according to the Government Party Committee, up to now, the work of drafting Congress documents (Political report; Report reviewing the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; congress resolution; action program to implement the Resolution of the 1st Government Party Congress has been carried out seriously, methodically, scientifically, intellectually, democratically and receptively.

The draft documents of the congress were widely consulted within the entire Party and Government; comments were sought from the Central Party Committees and agencies, and Party Committees directly under the Central Committee; and the Politburo's directives were fully and deeply absorbed at the meeting to comment on the draft documents, personnel plans, and preparations for the congress.

The Congress determined the general goal of maintaining a peaceful and stable environment; developing the economy dynamically, rapidly and sustainably; striving by 2030 to be a developing country with modern industry, high average income, among the 30 economies with the largest GDP in the world, rising to 3rd in ASEAN; achieving high economic growth in the 2026-2030 period; ensuring major balances.

In addition, the congress identified the goals of a modern, competitive, effective and efficient management institution; a synchronous and modern infrastructure network; comprehensively developed human resources; and a level of science, technology and innovation among the leading countries with upper-middle incomes.

One of the next important highlights is to build a clean and strong Government Party; fight to prevent and repel degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; promote Party building in terms of politics, ideology, ethics, organization, and cadres. Improve the leadership capacity and fighting strength of Party committees, Party organizations, cadres and Party members.

On that basis, the 1st Congress of the Government Party Committee, term 2025 - 2030, affirmed its determination to effectively organize and implement the tasks of socio-economic development, national defense, security, and foreign affairs; build a clean and strong Party Committee, successfully implement the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930 - 2030); towards realizing the vision by 2045, celebrating the 100th anniversary of the country's founding (1945 - 2045) as determined by the 14th Party Congress./.
