Vietnam - Türkiye pledge to strengthen defense industry cooperation

On the afternoon of October 13, at the headquarters of the Ministry of National Defense, General Phan Van Giang, Minister of National Defense, welcomed and held talks with the Chairman of the Turkish Defense Industry Agency, Mr. Haluk Gorgun, who is on a working visit to Vietnam from October 13-14.

At the talks, General Phan Van Giang emphasized that this visit by the President of the Turkish Defense Industry Agency Haluk Gorgun is very important, a positive and effective step in implementing the commitment to strengthen defense industry cooperation agreed upon by the two countries' senior leaders in the Vietnam - Turkey Joint Statement, during the official visit to Turkey by Prime Minister Pham Minh Chinh in November 2023.

The leaders of the Ministry of National Defense affirmed that after nearly 50 years of establishing diplomatic relations (1978-2025), the friendship and multifaceted cooperation between Vietnam and Turkey have been continuously strengthened and developed. There is still a lot of room for cooperation between the two countries, including in the defense field.

At the talks, the two sides discussed the world and regional situation and issues of mutual concern. General Phan Van Giang emphasized that Vietnam is steadfast in its "four no's" defense policy.

The leader of the Ministry of National Defense also said that Vietnam wishes to expand bilateral and multilateral defense cooperation on the basis of equality and mutual respect for common interests, contributing to maintaining peace, stability, cooperation and development in the region and the world.

Minister of National Defense Phan Van Giang stated that Vietnam advocates multilateralization, diversification, equal cooperation, and mutual benefit with all partners, including Türkiye.

Vietnam's purchase of defense equipment from partners, whether from Turkey or any other country, is aimed at strengthening the country's defense capabilities, serving the purpose of protecting the Fatherland and protecting peace . Vietnam is interested in international cooperation in the defense industry, aiming at the goal of self-sufficiency in the production of military equipment.

In recent times, bilateral defense industry cooperation has been promoted by both sides, achieving many positive results. The two sides have made efforts to jointly build and sign a Memorandum of Understanding on Defense Industry Cooperation in July 2025, thereby creating a framework to promote and further strengthen cooperation in the field of Defense Industry, in accordance with the needs and capabilities of both sides.

Exchanges of high-level delegations between the two Ministries of National Defense have been increased, contributing to promoting defense cooperation and defense industry; supporting and actively participating in defense industry exhibitions and fairs organized by each side...

Regarding the direction of cooperation in the coming time, on the basis of the Memorandum of Understanding on defense industry cooperation that the two sides signed in July 2025, Minister of National Defense Phan Van Giang suggested that the two sides continue to coordinate, bringing defense industry cooperation between the two countries increasingly deeper and more substantial, focusing on continuing to increase delegation exchanges at all levels; sharing and updating information, laws, and policies on purchasing defense products of each side, supporting and participating in defense exhibitions organized by each side.

Affirming that the Vietnamese Ministry of National Defense is ready to support and create conditions for Turkish defense industry enterprises to continue to exchange and contact with agencies and units of the Vietnamese Ministry of National Defense to introduce products as well as explore areas of cooperation suitable to the needs and capabilities of both sides.

General Phan Van Giang thanked Chairman Haluk Gorgun for sending representatives of the Agency and Turkish defense industry enterprises to attend the Vietnam International Defense Exhibition in 2022 and 2024 twice.

The leaders of the Vietnamese Ministry of National Defense hope that the Chairman of the Turkish Defense Industry Agency, the leaders of the Ministry of National Defense and Turkish defense industry enterprises will continue to pay attention and support the next times Vietnam organizes the International Defense Exhibition.

For his part, Chairman of the Turkish Defense Industry Agency Haluk Gorgun sympathized with Vietnam about the loss of life and property in recent storms.

Agreeing with the statements of General Phan Van Giang, Chairman Haluk Gorgun once again affirmed that this visit demonstrates a strong commitment to promoting cooperation between the two sides.

Emphasizing that defense industry cooperation plays an important role in the bilateral relationship, Chairman of the Turkish Defense Industry Agency Haluk Gorgun hopes that in the coming time, the two sides will further consolidate and strengthen bilateral defense cooperation, and at the same time, actively research to open up areas of cooperation in which both sides have potential.

Mr. Haluk Gorgun said that the signed memorandum of understanding on defense industry cooperation is an important foundation for implementing joint projects between the two countries, while creating trust and safety in cooperation.

During the visit, the delegation laid a wreath and visited President Ho Chi Minh's Mausoleum; greeted Deputy Prime Minister Nguyen Hoa Binh; met with leaders of the Ministry of Public Security; worked with the General Department of Defense Industry; visited and worked with the Viettel Military Industry and Telecommunications Group.
