As reported by Tuoi Tre Online , the parent representative committee of class 2/2 at Cam Nghia 2 Primary School (Cam Ranh City, Khanh Hoa Province) stipulated that the class fund should be collected at 300,000 VND, but when parents voiced their opinions, it was reduced to 150,000 VND.

According to the school leaders, the collection of class funds is carried out by the parents' representative committee of class 2/2, and the school does not implement it. If there is collection, it is on a voluntary basis, without requiring a specific amount of money.

Linking principal's responsibilities with parent-teacher association activities

Some readers said their children were also subject to class fund collection regulations at school.

Reader Ngoc informed that her child's class was the same. The representative board asked for contributions to the scholarship fund and sponsorship fund, but did not say whether it was voluntary or not. They only asked each person to contribute 500,000 VND to those two funds.

“When a parent spoke up in the group, the class representative did not respond or give any comments. As a representative, you have to understand the situation clearly and then inform. Not every family has the financial means to pay a general fee,” said reader Ngoc.

Reader Nguyen Chau commented that if the Ministry of Education and Training regulates fund collection on a voluntary basis, without imposing a collection level, then the responsibility of school principals, teachers and parent associations should be assigned seriously.

“The principal of any school that allows the parent association or parent representative committee to collect incorrect fees will be held responsible. I believe that from now on, there will no longer be cases of overcharging or incorrect fees at the beginning of the school year” – reader Nguyen Chau commented.

School leaders must promptly disseminate

Speaking with Tuoi Tre Online , a leader of the Department of Education and Training of Khanh Hoa province said that the announcement by the parents' representative committee to collect a specific amount of money from the class fund was wrong and not in accordance with the issued regulations.

According to this person, if the parents' representative committee wants to collect fees, they must meet to reach an agreement with the relevant parties.

Before implementing the collection, it is necessary to discuss with the school leaders. When the parents' representative committee wants to collect any fees, the principal and school leaders must promptly notify.

“From the perspective of the Department of Education and Training of the province, every year the Planning and Finance Department advises the department to remind schools to collect fees in accordance with regulations, and the People's Committees at the district level and the Department of Education and Training must direct their affiliated facilities,” said the leader of the Khanh Hoa Department of Education and Training.

Meanwhile, the principal of an elementary school in Nha Trang City said that in meetings, he always disseminates and even instructs the parent-teacher association very carefully about collecting funds in accordance with the spirit of Circular 55 of the Ministry of Education and Training.

According to this principal, the collection must be voluntary. Any parent who agrees can contribute. All revenues and expenditures must comply with regulations and have full documentation.

"Sometimes in some classes, parents consult with each other and do things, but school leaders still have to manage and remind them, absolutely not breaking the rules" - the principal said.
