- On the morning of October 8, Major General Pham Hai Chau, Deputy Director of the Department of Rescue and Search and Rescue, General Staff of the Vietnam People's Army, came to inspect the actual incident of the shoulder collapse of the Bac Khe 1 hydropower dam (Bac Khe village, Tan Tien commune).
On the side of Lang Son province, the delegation included comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Military Command and a number of relevant departments and branches of the province.

According to the report of the Provincial Civil Defense Command, the Bac Khe 1 hydropower dam shoulder failure occurred at 1:30 p.m. on October 7, with a broken concrete slab about 4-5 meters long and 3-4 meters deep, near the water intake, directly affecting the dam body. The incident occurred after 2 days (October 6 and 7) in Tan Tien commune with continuous rain, sometimes very heavy rain; the water flow into the lake at 12:00 p.m. on October 7 was 1,562 m³/s, the water flow downstream was 1,562 m³/s.

In response to the above incident, the Provincial Civil Defense Command has directed the People's Committee of Tan Tien Commune to coordinate with the management unit of Bac Khe 1 Hydropower Plant and relevant departments to promptly notify and evacuate people in dangerous areas to safe places. The Provincial People's Committee has established a working group to go to the scene to direct the handling; at the same time, direct the plan to cut off power to the area, stop the machine, check the discharge control system and ensure safety for the downstream area.
At the inspection, the Deputy Director of the Department of Rescue and Relief, General Staff of the Vietnam People's Army acknowledged the efforts of the Party Committee, government and functional forces of the province in responding to the incident, especially the timely evacuation of all households in the downstream area of the hydropower plant, ensuring absolute safety for the people. He requested: The local government and functional agencies and units to promptly approach the scene, accurately assess the situation of the broken dam section, and have a plan to fix it as soon as possible to ensure safety.

He also emphasized: The General Staff has been directing units to continue maintaining forces to help people overcome the consequences of natural disasters; at the same time, advising the leaders of the Ministry of National Defense as well as the National Civil Defense Steering Committee and coordinating with the State Reserve Department to propose the emergency provision of national reserve goods to Lang Son, especially motorboats, life jackets... to deploy the work of responding to natural disasters and storms.

In the program, on the same morning, the working delegation inspected the situation and grasped the situation of overcoming the consequences caused by storms and floods in That Khe and Trang Dinh communes.
