On October 23, the leader of the Dak Lak Department of Health confirmed that the unit had requested the Central Highlands General Hospital to report on the installation of cameras in the clinic at the hospital's Department of Dentistry.

The leaders of the Dak Lak Department of Health said that the installation of cameras must comply with a number of regulations to avoid the disclosure of patient information and images. Therefore, the Department requested the Central Highlands General Hospital to report in detail and clarify the purpose of installing cameras at the clinic.

According to Lawyer Dang Dinh Tien, Dak Lak Province Bar Association, the installation of cameras to monitor hospital activities can only be done when there is a plan, data management process and installed in public areas such as waiting rooms, hospital corridors, and patient reception areas.

Lawyer Tien added that the management of patient images related to medical examination and treatment must comply with the regulations of the 2018 Law on Cyber Security, the 2023 Law on Medical Examination and Treatment and Decree No. 13/2023/ND-CP.

"Collecting images in the patient's treatment area without the patient's consent is a violation of personal rights. If that data is misused or leaked, affecting the patient, it will violate the law," said Lawyer Tien.

As Dan Tri reported, a patient in Dak Lak, when visiting the Department of Dentistry and Maxillofacial Surgery, Tay Nguyen General Hospital, discovered that in the doctor's examination room there was a camera pointed directly at his face.

Not wanting to expose the patient's image and medical condition to the outside world, the patient asked the examining doctor but the doctor only said it was stuttering without further response.

Mr. Nguyen Ngoc Thinh, Deputy Director of the Central Highlands General Hospital, worked with and requested Ms. Nguyen Thi Anh Phuong, Head of the hospital's Department of Dentistry and Maxillofacial Surgery, to remove cameras installed in the department that were not in accordance with regulations.

Specifically, Ms. Phuong was determined to have installed cameras in several locations in the department over the past 2 months and had reported "verbally" to the hospital director at that time.

Mr. Thinh requested the Department of Dentistry to meet, make a report, ask for approval to clearly state the purpose of installing cameras, who is responsible for keeping information and images confidential, and submit it to the hospital leadership for consideration and decision.

The cause of the self-installation of cameras in the clinic was initially determined to be due to internal conflicts in the Department of Dentistry.
