In 2025, the Navy Region 1 was assigned by the Navy Command to carry out many important tasks, especially technical assurance for training and combat readiness missions. In particular, the entire Region continues to focus on deploying and effectively implementing the Campaign "Managing and exploiting technical equipment and technology well, durably, safely, economically and in traffic safety" and the breakthrough of the Navy's technical sector "Building a disciplined technical discipline and mastering technical equipment and technology".

Exploitation, preservation, maintenance and repair not only require high professional qualifications but also require close coordination between agencies and units. However, the biggest challenge is how to make officers and soldiers, especially young officers, effectively exploit existing equipment, while being able to access, master and maximize the effectiveness of new technical equipment. This issue is not only the proficient exploitation of technical equipment but also the ability to be self-reliant in ensuring technical standards, on-site repairs, and limiting dependence on external sources. This is the "key" to maintaining high combat readiness and promptly responding to unexpected tasks.
Lieutenant Colonel To Duy Hiep, Head of Logistics and Engineering of Brigade 169, Naval Region 1, said: “Every day, the Brigade’s combat ships strictly follow the drying regime of weapons and technical equipment before training and working, thereby ensuring stable technical condition and readiness for operation. Along with that, the unit builds and maintains a “Technical Day” plan by week, month, and quarter to ensure synchronization and efficiency.”

According to Colonel Vu Ngoc Anh, Head of Logistics and Engineering of Naval Region 1, to effectively implement the content of "Building a regular technical discipline and mastering the technical equipment and means", the entire Region focuses on building a regular discipline in exploitation, preservation, maintenance, and repair according to hierarchy; maintaining and improving the quality of the criteria of "regular, exemplary ships", "regular, exemplary warehouses and stations", along with the regimes of ship vitality monitoring, shift duty, and ammunition depot duty. Units strictly implement "Technical Day"; technical agencies at all levels send specialized officers to the ship to monitor, guide, and inspect. When detecting problems beyond the ability to self-repair, the logistics and engineering agency will report and make a plan to bring the ship to the Region's workshop or the Navy's factory for timely repair and correction.
One of the highlights of Naval Region 1 in implementing the contents and criteria of "Building a disciplined technical system and mastering military equipment and technology" is focusing on research, innovation, and technical improvement. According to Colonel Vu Ngoc Anh, in recent years, the units of the Region have promoted the movement of studying, researching, promoting innovation, technical improvement, applying domestic technology, and autonomous technology in researching and manufacturing equivalent materials, improving modernization and ensuring technical safety for military equipment and technology.
In 2025, the entire Region will have many practical, effective, and intellectually-driven initiatives that will greatly benefit the defense budget. At Brigade 170, the movement of scientific research, innovation, and technical improvement has developed extensively, attracting a large number of officers and employees to participate. The unit has established the "Youth Scientific Research Club", from which many initiatives have been effectively applied, contributing to improving the quality of training, shortening the time of exploitation, and mastering the technical equipment. A typical example is the initiative "Automatic system for receiving and transmitting Morse code signals of lights on naval surface ships" researched and manufactured by Major Nguyen Ba Duy, Deputy Head of Logistics and Engineering of the Brigade, Head of the club, and members. This initiative won a prize at the 2025 Logistics and Engineering Innovation Competition at the Army level, and is considered to be of practical service to training, information, and communication at sea.
Evaluating this initiative, Lieutenant Colonel Nguyen Quoc Toan, Deputy Brigade Commander, Chief of Staff of Brigade 170, said: “In conditions of big waves and strong winds, transmitting light signals at sea often encounters many difficulties, potentially posing a danger to soldiers. The automatic system of receiving and transmitting Morse code light signals on naval surface ships helps communication staff operate easily, quickly and accurately right in the cabin, while ensuring safety when performing tasks at sea.”
The experiences, solutions and results achieved in the past time are the premise for the technical sector of Naval Region 1 to continue to improve the effectiveness of building a regular technical foundation and mastering technical equipment and technology, well meeting the requirements of tasks in the new period.
