Lane 104 Phu Thuong Doan, residential group 36 Van My, Ngo Quyen ward is nearly 170 m long, with 65 households living there. Implementing the policy of the old Ngo Quyen district on building civilized urban lanes and model roads, in April 2024, Lane 104 Phu Thuong Doan was selected to build a model "Urban Civilized Lane Route" with 10 criteria.

At the time of implementation, lane 104 Phu Thuong Doan still had many unmet criteria such as: power cables were not bundled/underground; There are still "dirty" classified ads on walls and electric poles; some families let awnings and roofs encroach on space; garbage is not dumped in the right place...

However, with the attention and direction of superiors; the efforts of the Party Committee, the government and the organizations in the residential group, especially the spirit of consensus and high support of households in contributing resources to improve infrastructure and voluntarily complying with regulations, by the beginning of 2025, lane 104 Phu Thuong Doan met the criteria and was recognized as a civilized urban lane.

The alley has been completely renovated with upgraded traffic infrastructure, drainage system and lighting. Households pledge not to encroach on the alley. Garbage is collected on time, ensuring environmental sanitation. Advertising signs are neatly arranged... Thereby, contributing to changing the appearance, building a civilized urban lifestyle and the people in the alley themselves enjoy the results.

Comrade Pham Van Quang, Party Secretary of Residential Group 36 Van My, said that from the results achieved in building civilized urban alleys, in May 2025, the Party Committee of the residential group discussed and agreed to develop and build alley 104 Phu Thuong Doan into a "socialist alley" - a model of "socialist" residential alleys, where people live in harmony, with high community spirit, developed cultural and economic life, green, clean, beautiful and safe living environment.

According to comrade Quang, the model is a way to concretize the idea of building socialism associated with socialist people in the smallest units such as alleys, apartment buildings, and residential groups. From there, it will spread to the whole society, creating the foundation for sustainable, equitable and progressive urban development. The implementation of the model will be linked to programs to improve infrastructure and living environment. Thereby, encouraging people to participate in management, supervision and community building, enhancing the sense of responsibility, solidarity and mastery of the people.

To build lane 104 Phu Thuong Doan into a "socialist lane", residential group 36 Van My agreed to build criteria to facilitate implementation and serve as a basis for evaluating results. The criteria are built and selected on the basis of taking the human factor as the center, associated with implementing socialist human values such as: solidarity, helping each other, civilized living...

People in lane 78 Le Loi are happy and excited to build a "Civilized, safe, happy lane with socialist characteristics".

With a clear viewpoint, the residential group 36 Van My identified 10 criteria for "socialist alley": the alley meets the criteria for urban civilization, 100% of households meet the criteria of a cultural family; there are community activity points ( sports grounds, free reading points); households have a high standard of living, no poor households; people receive free health care; 100% of policy families and people with meritorious services to the revolution are cared for materially and spiritually; there are clubs, cultural - artistic, physical education - sports groups; there are surveillance cameras; the alley is secure, safe and has a QR code to introduce an overview of the alley.

During the implementation process up to now, lane 104 Phu Thuong Doan has achieved 9/10 criteria. Only the criterion of 100% of households achieving the title of cultural family will be evaluated by the end of 2025. People are given free periodic health check-ups, 100% of households have health insurance. 4/4 policy families and meritorious people in the lane are fully supported with policies according to regulations, and are regularly cared for, visited and encouraged by the residential group and people in the lane. The security and order situation is stable...

People are excited, living responsibly, united and sharing. Ms. Hoang Thi Bich, house number 19/104 Phu Thuong Doan, said that in the past, this alley was often flooded, animals defecated, and garbage was thrown everywhere. Along the alley, there were cars parked day and night, blocking the way, making people very upset... Since the construction of civilized alleys and then socialist alleys, people's awareness has gradually increased, voluntarily complying with the regulations and criteria. "With the government's attention and investment in renovating alleys and drainage systems, people have wholeheartedly contributed to buying ornamental plants, national flags, and decorative lighting, contributing to beautifying the alleys and building a civilized lifestyle," Ms. Bich said excitedly.

From the results, the foundation for building a "socialist alley", it is expected that in 2026, residential group 36 Van My will continue to build the residential area in alley 104 Phu Thuong Doan into a "socialist residential community".
