At the Congress, on behalf of the Presidium, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee briefly presented the draft Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term to the Congress.

The report affirmed: During the past term, Lao Cai and Yen Bai, along with the whole country, had to face many difficulties and challenges: severe consequences of the Covid-19 pandemic, storm circulation No. 3 (Yagi), but under the leadership of the Party Central Committee, the Party Committee, the government and the people of all ethnic groups in the whole province have made efforts to overcome and achieved many outstanding results.

Specifically: The average growth rate of gross domestic product in the area reached 6.92%/year, 0.62 percentage points higher than the national average. The economic scale reached nearly 142,600 billion VND, 1.63 times higher than in 2020. The economic structure shifted positively . GRDP per capita reached over 85 million VND/year, an increase of 29.9 million VND compared to 2020.

Industrial production value reached over 75,000 billion VND, up 49.8% compared to 2020, contributing 29.5% to GRDP. Trade and services grew positively; The border economic zone's technical infrastructure was upgraded, the digital border gate model operated effectively, making Lao Cai the second largest gateway for customs clearance of agricultural products to the Chinese market.

Tourism has grown rapidly, gradually affirming itself as the province's spearhead economic sector. State budget revenue in 2025 will reach VND 21,000 billion, 1.64 times higher than in 2020, meeting 52% of budget expenditure. Total social development investment capital for the whole period will reach over VND 360,000 billion, 2.2 times higher than in the 2016 - 2020 period. The implementation of strategic breakthroughs, especially in transport infrastructure, has achieved many outstanding results; many key projects are being accelerated. The urbanization rate will reach 31.5%, an increase of 8.4% compared to 2020.

Culture and society have made many advances; effectively preserving and promoting the good cultural identity values ​​of ethnic minorities; rapidly and sustainably reducing poverty; the material and spiritual life of the people has been significantly improved. Currently, the whole province has 65 intangible cultural heritages, of which 04 heritages have been listed by UNESCO in the list of representative intangible cultural heritages of humanity; 01 special national relic, 30 national relics, 174 provincial relics. The percentage of households, villages, and residential groups meeting cultural standards is 85.5% and 77.5% respectively; the percentage of agencies meeting cultural standards is 77.5%.

Comprehensive education quality is improved, school facilities are increasingly invested in towards modernization, the rate of schools meeting national standards increases from 58.9% in 2020 to 75.6% in 2025; the rate of solid classrooms reaches 86% of the total number of classrooms; the rate of boarding/semi-boarding student accommodation reaches 45.67%.

Social security and welfare are guaranteed; poverty is reduced rapidly and sustainably; the material and spiritual life of the people is improved.   Social policies, ethnic and religious policies, and policies for people with meritorious services continue to be implemented promptly, fully, and in accordance with regulations.

In particular, the province has supported the construction of 12,915 houses under the Program to eliminate temporary and dilapidated houses and support the construction of houses for households affected by natural disasters and meritorious people, completing 100% of the plan and reaching the finish line 6 months earlier than the Central Government's assignment. Being the first and only province in the country to build and implement the Happiness Index with many creative and effective methods, the happiness index has reached 68.3% so far.

National defense and security were maintained, politics were stable, social order and safety were ensured; foreign relations and international integration were effectively implemented. Party building and rectification work achieved many important results; the leadership capacity and fighting strength of Party committees, Party organizations and Party members were enhanced, especially the arrangement, streamlining of the apparatus and the merger of the two provinces to ensure efficiency and uninterrupted operation.

In addition to the achievements, the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term also frankly pointed out the limitations, such as: Party building and political system building have not met the needs. Economic growth is not really sustainable; the scale of the economy is still small. The fields of education - training, health care, and poverty reduction have some limitations. The political security, order, and social safety situation still has potential complications. The work of preventing, detecting, and handling crimes and law violations still has limitations.
