Ms. Truong Thi Thuy Hang's household (San Diu ethnic group) in Mai To village, Luc Ngan commune has more than 1 hectare of fruit trees, with 200 spring apple, avocado and sweet orange trees. In addition to growing fruit trees, she also opened a small store selling household appliances and cosmetics to make ends meet, making up for the failed fruit crop. In 2021, due to the impact of the Covid-19 pandemic, the family had many children, so the couple's life became even more difficult, because both of them were unemployed, while the fruit crop failed due to floods, making her family a poor household.

During the difficult time, Ms. Hang's family was encouraged by the Loan Group of Mai To Village Women's Union, connecting them to borrow 50 million VND in preferential capital to support production from the Luc Ngan Social Policy Bank Transaction Office. Thanks to the loan, they invested in fertilizer, planted more seedlings... Up to now, the apple and sweet orange garden has yielded more than 100 million VND per crop. Thanks to the effective use of capital, last September, their family was able to borrow another 100 million VND to supplement seedlings, fertilizer, materials for trellis for apples and oranges as well as capital to expand the business. "The preferential loan capital of the Social Policy Bank has created more motivation for my family to escape poverty" - Ms. Hang said.
In the 2020-2025 period, more than 23,560 poor and near-poor households and other policy beneficiaries in Luc Ngan district (old) have had access to preferential credit capital for production development with a total loan of more than 1,450 billion VND. Thanks to this capital source, nearly 4,400 households have borrowed capital to escape poverty and near-poverty sustainably, contributing significantly to reducing the poverty rate in the entire Luc Ngan area from 6.81% in 2020 to 2.63% in 2025. |
Mr. Vi Van Dao (born in 1990), Nung ethnic group, Cha village, Bien Son commune, has 4 school-age children. With 6 mouths to feed, his family only relies on more than 100 lychee trees and a few kim horses (a native white-haired horse breed). The older the children get, the more expenses for family life become, while income is limited, so before 2025, Mr. Dao's family will be classified as a near-poor household. After the local authorities compared and reviewed, in July 2023, Mr. Dao and his wife were connected by the Savings and Loan Group of the Cha village Farmers' Association to borrow 100 million VND from the preferential capital source to support production, business, and improve the lives of the Luc Ngan Social Policy Bank Transaction Office. With capital, the couple bought 2 more white breeding sows to raise (in addition to the meat, the bones of white horses are more valuable than kim horses). The remaining money is used to buy animal feed to take care of the herd of horses. Thanks to good care, up to now, 2 sows have given birth to 5 foals, he has sold 4 foals, earning 60 million VND. According to comrade Nguyen Thi Nam, Secretary of the Bien Son Commune Party Committee, the commune currently has more than 11,900 livestock, of which the horse herd alone is more than 2,900 (reaching 150% of the plan for the period 2020-2025). Bien Son has hundreds of households that have received production loans like Mr. Dao's household, most of which have used that capital to develop the horse herd. All households have made good use of the loan capital, many have escaped poverty and near-poverty. Horse breeding has contributed to hunger eradication and poverty reduction in the locality. Currently, horse-raising households in the commune have linked up with Phong Van Agricultural - Forestry Cooperative to build and maintain the famous 3-star OCOP product "Phong Van Horse Glue".

During the 2020-2025 term, the Luc Ngan Social Policy Bank Transaction Office has focused on effectively implementing the State's preferential credit programs. In the 2020-2025 period, more than 23,560 poor and near-poor households and policy beneficiaries in Luc Ngan district (old) have had access to preferential credit capital with a loan turnover of 1.45 trillion VND. The total outstanding debt as of February 28, 2025 reached more than 1.19 trillion VND (on March 1, 2025, the Luc Ngan Social Policy Bank Transaction Office was split into two units, Luc Ngan and Chu).

Households that received loans mainly invested in developing agricultural and forestry production (growing local fruit trees such as lychee, oranges, grapefruits, apples, etc., raising livestock, developing rural services and industries). Thanks to this source of capital, nearly 4,400 households have borrowed capital to escape poverty sustainably, many production and business models have been effective, increasing people's income. Thereby, contributing significantly to reducing the poverty rate in the entire Luc Ngan region from 6.81% in 2020 to 2.63% in 2025, and the material and spiritual life of the people has been increasingly improved.
Sharing the above results, Mr. Nguyen Xuan Phu, Director of the Luc Ngan Social Policy Bank Transaction Office, said that during the disbursement process, the unit always attaches importance to reviewing the right subjects, being transparent and public right at the village level. Bank staff coordinate with local authorities and associations to directly meet and listen to the wishes of each household, thereby guiding them to borrow capital according to their needs and use capital for the right purposes. In addition, periodically, the unit directly goes to the grassroots to grasp the situation and accompany people in the process of using capital. Thanks to that, policy capital really reaches the right people in need, helping households feel secure in production and rise out of poverty sustainably.
