15 provinces and cities ready to respond to tropical depression

The National Steering Committee for Civil Defense has asked 15 coastal localities to be ready and proactively deploy measures to respond to a tropical depression that could strengthen into a storm and enter the East Sea.

On the afternoon of October 17, the National Steering Committee for Civil Defense sent a dispatch to the People's Committees of 15 coastal provinces and cities from Quang Ninh to Lam Dong , requesting them to proactively deploy measures to respond to the tropical depression that is operating near the East Sea and is likely to strengthen into a storm.

The National Civil Defense Steering Committee recommends that localities closely monitor forecast bulletins and notify vessels operating at sea to proactively avoid and ensure the safety of people and property. Provinces and cities need to prepare rescue forces and means, be on duty seriously and regularly report to the Steering Committee to promptly handle arising situations.

According to information from the Joint Typhoon Warning Center - United States (JTWC), updated at 4:00 p.m. on October 17, 2025 (Vietnam time), the tropical disturbance area with the symbol 96W, internationally named Ramil, is currently operating in the East of the Philippines.

Currently, the strongest wind near the center is about 35 - 45km/h, the central pressure is estimated at about 1007hPa. Satellite cloud images show that the low-level circulation area is gradually forming and strengthening, located in an area with strong convective cloud development.

JTWC analysis shows that the area has favorable conditions for tropical cyclone development, with good upper-level outflow, high sea surface temperatures (30-31 degrees Celsius) and weak wind shear from the northwest. Global forecast models show that System 96W is likely to continue to strengthen and move northwestward in the next 24 hours, towards the East Sea.

Heavy rain in the Central region

Director of the Department of Meteorology and Hydrology ( Ministry of Agriculture and Environment ) Nguyen Thuong Hien warned that there is a possibility of natural disasters causing heavy rain in the Central region (focusing on the provinces from Ha Tinh to Quang Ngai). The common rainfall is 70-150mm, locally very heavy rain over 350mm, especially in Hue city, locally over 500mm. From October 19, moderate rain, locally heavy rain will continue. In particular, from October 23 to 26, the Central region will be affected by a combination of cold air and high-altitude easterly wind disturbances. This is a typical weather pattern combined with terrain characteristics that can cause heavy rain and floods in the basins of the Ha Tinh - Quang Ngai river.
