In the context of the banking industry restructuring towards improving operational efficiency and reorganizing the network in line with the adjustment of administrative units at all levels, Agribank - the leading State-owned commercial bank in Vietnam - continues to affirm its leading role in investment in agriculture and rural areas. With the orientation of streamlining the apparatus, restructuring the network and making the most of resources, Agribank is focusing on prioritizing the development of the "Tam Nong" area, expanding comprehensive financial services to each region.
Mr. To Huy Vu - Party Secretary, Chairman of the Board of Directors of Agribank gave a speech directing the organization and arrangement of the network of branches in Nghe An province.
During September 30 - October 1, 2025, Comrade To Huy Vu - Party Secretary, Chairman of the Board of Members of Agribank and the working delegation of the Head Office worked with 3 branches in Nghe An province: Tay Nghe An, Nam Nghe An and Nghe An. The working trip aimed to grasp the operational situation in the first months of 2025 and inspect the implementation of the network restructuring plan associated with bad debt settlement in the period 2021 - 2025. Within this framework, Agribank opened two new branches: Do Luong II Nam Nghe An and Vinh Nghe An, demonstrating the determination to strengthen operational capacity, bringing modern banking services closer to people in rural, remote and isolated areas.
Promoting network expansion in the "Tam Nong" area - a strategy suitable to local realities
Immediately after the State Bank of Vietnam (SBV) approved the restructuring plan associated with bad debt settlement, Agribank synchronously deployed solutions to improve operational quality, notably streamlining the apparatus, arranging reasonable personnel, and maximizing resource exploitation.
Circular 32 of the State Bank (effective from August 15, 2024) allows flexible changes in branch locations between provinces, creating an important legal corridor to help Agribank restructure its network more scientifically and effectively. This is the basis for the bank to both improve business efficiency and meet strategic development requirements in the new period.
In Nghe An - a province with an area of nearly 16,500 km 2 , GRDP ranking second in the North Central region and 13th in the country - Agribank currently has 3 type I branches, 19 type II branches and 47 transaction offices. In 2025, based on the assessment of local characteristics and the support of the Provincial Party Committee, People's Council and Provincial People's Committee, Agribank decided to consolidate its network in rural and mountainous areas. Two type II branches from Nha Trang were transferred to Nghe An, including Vinh Nghe An Branch and Do Luong II Nam Nghe An Branch - to increase its presence in an area with much room for development.
Mr. To Huy Vu - Party Secretary, Chairman of the Board of Directors of Agribank and delegates cut the ribbon to inaugurate the operation of Agribank Vinh Nghe An Branch
This is not only a reasonable strategic move, but also demonstrates Agribank's mission: to become a key bank serving agriculture, farmers, and rural areas, contributing to increasing income and sustainable economic development.
Affirming the role of a key bank in the "Agricultural and Rural Development" sector
The network development strategy in Nghe An is part of Agribank's general orientation nationwide, aiming to realize the Party and State's policy of agricultural and rural development. With nearly 2,300 branches and transaction offices nationwide, mostly in rural areas, Agribank currently plays the number one role in providing credit to the "pillar of the economy" - the area accounting for 65% of the population and 30% of GDP.
In Nghe An, the network restructuring aims to be ahead of the curve, expand market share, and meet the growing needs of people and businesses. This is also Agribank’s commitment to accompany the locality in many aspects:
Developing modern agriculture : Prioritizing capital for clean, organic agriculture, applying high technology.
Promote industrialization and urbanization : Support credit for logistics, industrial and international trade enterprises, making Nghe An a connecting center for the North Central region.
Building a digital financial ecosystem : Developing digital banking, cashless payments, connecting banks - governments - people so that all classes can access modern services.
Speaking at the opening ceremony of the new branch, Chairman of the Board of Directors of Agribank To Huy Vu expected the branch leaders to unite and make efforts from the very first day to operate effectively, safely and sustainably. He believed that the three branches of Nghe An, Nam Nghe An and Tay Nghe An would continue to develop strongly, contributing positively to the comprehensive development of the province.
Agribank increases resources for the "Tam Nong" region, affirming its commitment to accompany localities in spreading comprehensive finance, towards an inclusive and sustainable economy.
Agribank's network expansion in Nghe An is not simply to increase market share, but also a political and social responsibility of a State-owned commercial bank. The operating model combines traditional branches, mobile transaction points by car, digital banking and mobile applications to provide comprehensive coverage from urban to mountainous, remote and isolated areas, ensuring that no one is left behind in the process of accessing financial services.
This move clearly demonstrates the long-term development orientation: linking business goals with social responsibility, accompanying people and rural enterprises. With that vision, Agribank continues to affirm its position as the leading bank serving "Tam Nong", contributing to realizing the goal of national financial inclusion, promoting industrialization - modernization and sustainable digital economic development in the new era.
