Damage of 16,500 billion VND due to storms and floods
According to the report of the Ministry of Finance , the world situation continues to fluctuate in a complex manner, with many difficulties, major challenges, risk factors, and many unfavorable factors increasing from outside.
In the third quarter alone, our country had to endure 8 storms; in September alone, there were 4 consecutive major storms, especially storm No. 10 with very strong winds, wide range of influence, causing heavy damage, total damage estimated incompletely at over 16,500 billion VND.
With many solutions, the socio -economic situation in the first 9 months of the year has achieved results. Specifically, growth was over 8% in the third quarter, the growth in added value of the agriculture, forestry and fishery sector was 3.74%, the industry and construction sector was 9.46%, and the service sector was 8.54%.
GDP growth in the first 9 months reached about 7.8% over the same period, in which growth in the 3 regions was 3.83%, 8.69% and 8.48% respectively; closely following the full-year scenario of 8%.
Production and business, growth drivers continue to be promoted and renewed, maintaining positive momentum. Agriculture and services maintain a good growth momentum in the context of being affected by natural disasters and floods.
The mining industry in the third quarter tended to recover, increasing by 9.8%; the processing and manufacturing industry continued to be the driving force for growth, increasing by about 10%, increasing by 9.92% in 9 months, reaching the scenario (9.9%).
CPI in September increased by 3.38% over the same period last year, and by 3.27% in the first nine months; supply and prices in areas affected by natural disasters were well controlled. Credit growth was high, and new lending interest rates continued to decline.
The stock and corporate bond markets continued to develop vigorously, with budget revenue in the first nine months reaching VND1,920 trillion, equal to 97.9% of the estimate, up 30.5% over the same period.
The number of newly registered and re-operated enterprises in September reached 27,500, up 55.6% over the same period; in 9 months, it reached over 231,300 enterprises, up 26.4%, the total additional capital of operating enterprises was 3.3 million billion VND, up 186.5%.
Along with that, the implementation of the 3 strategic breakthroughs, the Politburo's resolutions and the promotion of new growth drivers have achieved many clear results. National defense, security, social order and safety have been maintained; the operation of the local government at 2 levels has been closely monitored.
Many macroeconomic challenges
However, the Ministry of Finance assessed the challenges, the macro economy is under a lot of pressure from the outside; new growth drivers are in the early stages, needing time to create changes; institutional and legal improvements have received attention and direction, but there are still problems, not keeping up with development requirements.
Natural disasters occur continuously on a large scale, causing heavy damage in many localities, and are forecast to have complicated developments in the last months of the year, especially the phenomenon of natural disasters overlapping natural disasters.
With the goal of "striving to achieve and exceed any expected targets and operational scenarios", the Ministry of Finance proposed to focus on carefully and thoroughly preparing draft laws, resolutions, and contents to be submitted to the National Assembly at the 10th Session; doing a good job of receiving, explaining, creating high consensus, and organizing implementation immediately after being approved by the National Assembly.
Resolutely and effectively implement Conclusion 195, conclusions and directions of the Politburo, Secretariat, Central Steering Committee, Government, and Prime Minister on reorganizing the apparatus, public service units, state-owned enterprises, and implementing the 2-level local government model, especially tasks and work with deadlines to be completed in October.
Boost exports, develop harmonious and sustainable trade. Continue to improve institutions, laws, and reform administrative procedures. Promote investment, stimulate consumption, and strongly develop new growth drivers, science and technology, innovation, and digital transformation.
