May 9, 2025: 'Bright spots' from localities

(Chinhphu.vn) - In the first 9 months of 2025, many localities recorded positive growth along with accelerated public investment disbursement progress, creating spillover effects for production, business and infrastructure.

On the morning of October 5, at the regular Government meeting in September 2025, local leaders expressed their respect and gratitude to the Government, the Prime Minister and leaders of ministries and branches for accompanying and continuing to have strategic breakthrough directions to promptly remove difficulties and obstacles for localities, creating new momentum as well as convenience for localities to perform their tasks well.

Double-digit growth; perfecting the two-level local government apparatus

Representing Phu Tho province with an impressive growth rate of 10.22%, speaking at the meeting, Chairman of the Provincial People's Committee Tran Duy Dong said that in the first 9 months of 2025, the province has completed the two-level government apparatus and up to now, the apparatus has basically operated smoothly, ensuring full and timely provision of public services to people in 148 communes and wards. In particular, the province has also promoted the decentralization of the Provincial People's Committee Chairman to the heads of departments and branches with the spirit of quickly handling procedures as well as attaching responsibility to the heads.

Phu Tho province has also transferred and mobilized more than 400 comrades from the provincial level to the commune and ward levels, especially those lacking specialized positions. Up to now, the rate of commune and ward levels in Phu Tho province with university degrees has reached 99% and the province has also focused on training in various fields for commune and ward officials and focused on resolving documents on time at over 98%.

Regarding economic growth, in the first 9 months of the year, Phu Tho's GRDP growth reached 10.22%, ranking fourth in the country. In which, the main driving force is the industrial sector, reaching over 16.15%.

Budget revenue reached 43.9 trillion VND, equal to 108.7% of the estimate, of which domestic revenue was 112% of the estimate. FDI attraction reached more than 1 billion USD, exceeding 60% over the same period. Notably, export turnover reached 52.87 billion USD. Of which, export reached 27 billion USD, belonging to the group of 5 localities with the highest import-export plan in the country.

Regarding the disbursement of public-private capital, as of September 30, the province achieved 74.4% of the plan and ranked sixth out of 34 localities. In particular, the province has coordinated with ministries and branches to focus on directing a number of key projects in the area such as completing Phong Chau bridge ahead of schedule, completing site clearance for the 500 kV Lao Cai-Vinh Yen power line project, focusing on directing the resettlement of the Lao Cai-Hanoi-Hai Phong high-speed railway...

Also among the localities achieving double-digit growth, Ninh Binh province reached 10.45% in the first 9 months of the year. Regarding the disbursement of public investment capital, the province has also focused on putting projects into operation early and effectively, reaching 91.3%.

Regarding budget collection, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc said that compared to the same period last year, it increased by about 70%.

Regarding storm No. 10, Ninh Binh province suffered heavy human losses. However, under the direction of the Prime Minister and Deputy Prime Ministers, Ninh Binh has focused on overcoming the situation and has basically completed the recovery to this point.

Regarding the implementation of policies and regimes according to Decree 178, Mr. Ngoc said that in September, Ninh Binh ensured full payment of policies and regimes for 100% of civil servants, employees and retirees according to the regime.

Regarding Quang Ninh province, according to Chairman of the Provincial People's Committee Bui Van Khang, in the first 9 months of the year, the province achieved a growth of 11.67%. Of which, the manufacturing and processing industry increased by 24% and the service sector increased by 15.18%.

In the 9-month implementation of the task, the province's state budget revenue reached 51,500 billion VND, reaching over 90% of the target. The province has also focused on removing a number of large projects that have been affected for many years in the area, contributing to the province's budget revenue and growth and creating new confidence for businesses and investors.

Regarding the public investment plan, the province's disbursement reached 51.2%. The Provincial Party Committee and the Provincial People's Committee have reviewed and implemented solutions to speed up the progress of putting projects into use in the remaining days of the year. The province also focused on starting a number of regional linkage projects.

In attracting investment, in the first 6 months of the year, the province has attracted 194,000 billion VND. This year's investment attraction increased 20 times compared to the same period. The province's enterprises have recovered and are growing well.

"Bright spot": public investment disbursement reaches 109%

Ha Tinh is the province that was commended by the Government leaders at the meeting with a public investment disbursement rate of 109%. According to Vice Chairman of Ha Tinh Provincial People's Committee Tran Bao Ha, in the first 9 months of the year, the total value of disbursed public investment capital for the 9-month plan reached over 5,809 billion VND, equal to 109% of the plan assigned by the Central Government.

Regarding direction, the province has established 3 working groups headed by Vice Chairmen of the Provincial People's Committee, directly directing, urging, and removing difficulties and obstacles for each project and each investor.

Regarding national key projects, the province has focused on implementing site clearance for the North-South high-speed railway project and has started construction on the first resettlement area. Currently, the province is urgently completing investment procedures for the remaining resettlement areas.

For more information, Ha Tinh province's leaders said that the province's economic growth reached 8.05%, ranking 15th out of 34 provinces and cities. Total budget revenue reached over 15,000 billion VND, reaching 85% of the estimate. Investment attraction reached over 107,500 billion VND, of which the third quarter alone reached over 80,000 billion.

Key industrial projects are being accelerated: Vung Ang 2 Thermal Power Plant has put Unit 1 into commercial operation and is expected to put Unit 2 into operation by the end of 2025. VinFast Electric Car Factory has inaugurated Phase 1 with a capacity of 200 vehicles. Vinhome Vung Ang Industrial Park was started on August 19, 2025.

The province has also promptly directed the transition of management and implementation of public investment projects when implementing the two-level urban government model. Working groups were established at the district level before and maintained under the concurrent regime after implementing the two-level local government to ensure the resolution of problems as well as ensuring that projects are implemented and disbursed smoothly.

Regarding overcoming the consequences of natural disasters, Mr. Ha said that in the first 9 months of 2025, the province was affected by 4 consecutive storms, of which storms No. 5 and No. 10 were very strong, causing a lot of damage. Currently, the province has been focusing on implementing synchronous solutions to restore production activities and stabilize people's lives as soon as possible.
