Bac Ninh: Comprehensive digital transformation, creating momentum for digital economic development

BAC NINH - After the administrative boundary merger, Bac Ninh province has a new stature with a larger area, a larger population and potential for strong development. In that context, digital transformation is the way for the province to solve challenges, create a comprehensive, civilized, modern development model and realize the aspiration of becoming a centrally-run city in the near future.

Deep penetration into the economy

With high political determination, Bac Ninh has implemented a comprehensive strategy, firmly building the core pillars of digital transformation in all fields. In particular, the province has allocated large resources for digital transformation with an estimated budget of up to 327.7 billion VND in 2025. Thanks to that, technology infrastructure has been invested, 4G mobile network covers 99% of the population, new generation 5G network reaches 53% coverage rate, ready for high-tech applications.

Autotech Vietnam Machinery Manufacturing Joint Stock Company (Dai Dong Commune) continuously innovates technology and applies digital transformation to perform machinery manufacturing services.

In addition, the whole province has 269 dedicated data transmission lines that have been established with high security and speed, connecting agencies from the province to the grassroots level. 100% of communes and wards have been equipped with online conference systems, ensuring timely and effective direction and management in the new administrative apparatus. In addition, 100% of mandatory dossiers have been digitized, the rate of online submissions reached a high level of 96.3%. It is from promoting digital transformation in the administrative apparatus that contributes to creating a government that effectively serves the people and businesses.

In addition to developing new industries, digital technology is also promoted to penetrate deeply into traditional economic sectors. From the success of topics and projects applying high-tech agriculture, many concentrated agricultural commodity production areas have been formed. These include the Yen The hill chicken farming area, which is safe from diseases, with a scale of about 15 million chickens/year, worth from 1.5 to 1.7 trillion VND; the lychee production area associated with traceability, growing area codes with a scale of nearly 30,000 hectares, with an estimated annual value of 6 to 7 trillion VND... Consumption promotion activities on digital platforms are also of special interest to the province.

Along with the macro economy, up to now, the digital economy is more evident in daily life when the online payment rate reaches nearly 79%. The habit of shopping online and going to the market without using cash has become popular with all ages and classes of people. Ms. Vu Thi Thu (born in 1995, Kinh Bac ward) said: "Because of my busy working time, instead of going to the traditional market, I often shop online. Essential items are all available on e-commerce platforms such as Shopee, TikTok... with affordable prices. I don't have to waste time traveling, just click the button to choose and pay online and it's done". Not only young people, with smartphones, many elderly people also use services to look up health insurance cards, pay taxes electronically...

Leading in digital economic development

With a series of correct strategies, the province's digital transformation-based economy has achieved many outstanding results. In 2025, Bac Ninh will be among the localities with the highest proportion of digital economy in GRDP in the country, estimated at 40.5%, 2.9 times higher than the national average. The province's information technology industry is also among the leading in terms of number of enterprises, hardware revenue, software export turnover, pre-tax profit and number of employees. Being continuously in the top 10 localities nationwide in terms of Digital Transformation Index (DTI) and Local Innovation Index (PII) is an affirmation of Bac Ninh's position and prestige to domestic and foreign investors.

Along with that, the province will continue to plan and attract investment to form a concentrated information technology park; smart computing center; concentrated science and technology research and development zone; regional high-tech science and technology research institute; high-tech agricultural processing industrial park; research and production center for high-tech equipment and machinery serving agriculture.

In the immediate future, Bac Ninh will organize many activities to respond to and spread the meaning of National Digital Transformation Day with the theme "Comprehensive, comprehensive digital transformation to accelerate and break through the development of the digital economy in Bac Ninh province". Thereby, creating a widespread digital transformation movement among the entire population, comprehensively, comprehensively in all fields, from state agencies to businesses, schools and communities, contributing to accelerating the development of the digital economy.
